Responsibilities You will develop, improve, and implement an Integrated Cultural Resources Management Plan with the purpose of supporting the combat center mission. You will support the Marine Corps planning, programming, budgeting, and execution process and provide input to the cultural resources section budget. You will plan research, survey, monitor, restore/rehabilitate, and other tasks appropriate for inclusion in the Integrated Cultural Resources Management Plan. You will initiate, support, and monitor the acquisition process, including development of project scopes and cost estimates. You will understand and maintain familiarity with existing and proposed laws, regulations, permits, orders, and agreements applicable to the cultural resources program. You will interpret these requirements, provide guidance to command and internal stakeholders, and develop procedures to ensure compliance. You will identify, investigate, report, and resolve actual and potential non-compliance. You will coordinate with internal and external stakeholders to further the combat center mission and cultural resources program. You will develop and provide information papers, briefings, and public affairs material for command, other staff sections, and external entities. Requirements Conditions of Employment Qualifications GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: managing or preparing cultural resource surveys, monitoring, restoration, mitigation, plans and studies to conserve cultural resources consistent with agency mission, regulatory compliance and risk mitigation; Planning, programming, budgeting, scoping and managing cultural resource projects, from project development and data managing to review and completion of deliverables; ensuring compliance with cultural and environmental laws, regulations and policies, experience engaging and consulting regulators and relevant stakeholders, and support agency staff in review and compliance with other environmental policies (e.g., National Environmental Policy Act). For GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: developing cultural resource surveys, monitoring, restoration, and mitigation efforts to conserve cultural resources consistent with agency mission, regulatory compliance and risk mitigation; Working on agency cultural resource projects, from project development and data management, to the preparation and review of project deliverables; ensuring compliance with cultural and environmental laws, regulations and policies, help consult with regulators and relevant stakeholders, and support agency staff in review and compliance with other environmental policies (e.g., National Environmental Policy Act). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education Basic Requirements Education Degree that included 3 semester hours each in the following course areas: History of archeology. Archeology of a major geographical area such as North America or Africa. Regional archeology, archeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development. Theory and methods of archeology. Methods include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating, and analytical techniques. Archeological field school, to provide a basic understanding of theoretical and practical approaches to research design implementation, field preservation techniques, and report preparation by participation in actual field work. AND Six semester hours of related course work in: geography, geology, or cultural geography; history, historiography, or historical archeology; environmental studies; scientific writing (nonfiction English composition); and/or surveying; AND Archeological field school. Related Curriculum: degree in anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics), history, American studies, or a related discipline may be accepted as satisfying in full the educational requirements, provided the curriculum supplied academic course work sufficiently similar to the requirements in A.1 (including archeological field school). OR Combination of Education and Experience College-level education or training that provided knowledge equivalent to that described in A above, plus appropriate technical experience or additional education. OR Experience Four years of archeological work experience that demonstrated a thorough knowledge of the fundamental principles and theories of professional archeology. The work experience must have included archeology field experience, which may include that gained in an archeological field school. Field experience should have included a combination of professional experience in archeological survey, excavation, laboratory analysis, and preparation of written materials. Applicants with such field experience should, after additional experience under the direction of a higher grade archeologist, be able to demonstrate the ability to be a crew chief, directing the work of others at a single location as a part of a larger archeological project.
