The ASP Operations Supervisor, Ammunition Supply Point (ASP) is responsible to the ASP Supervisor, for daily operations, safety, personnel management, maintenance, administration, security, training and ammunition accountability. Leads and directs the work of other employees. Has some authority for personnel decisions related to hiring, performance, or disciplinary actions. Assists Quality Assurance Specialist Ammunition Surveillance (QASAS) in performing inspection work at all conventional ammunition workstations. Conducts pre-issue inspection of ammunition items prior to issue. Checks each item for restrictions or suspensions. Inspects vehicles, equipment, and storage areas relating to the safety and security of Ammunition and Explosives (A&E). Advises using units on the proper procedures for completion of documentation for issue and turn-in of ammunition and residue. Performs receipt inspections on all ammunition and components turned in by using units. Inspects ammunition, performs maintenance, care, preservation, shipping and storage operations, assuring compliance with Standard Operating Procedures (SOPs), safety regulations, drawings, etc. during operations. Initiates and maintains inspection reports, publications, and files. Verifies all services' suspension and restriction notices. Records inspection results to the Depot Surveillance Record (DSR) in the Munitions History Program (MHP). Responsibilities MAJOR RESPONSIBILITIES: Capable conducting the following specified and implied tasks in the absence of or under the direction of the ASP Supervisor: Review Unit turn-ins including live ammunition, inert, and ammunition residue Verify and Inspect Incoming shipments and Outgoing Shipments Conduct Vehicle inspections Daily validation of CAT I and CAT II document accuracy Daily spot checks of records and storage locations Promote Customer service and satisfaction Ensure all ASP operations are conducted in a safe manner and in accordance with all applicable MCoE, TRADOC, FORSCOM, IMCOM, Department of the Army and Department of Defense Safety and Fire Prevention regulations and OSHA requirements. This includes but is not limited to: Personal Protective Equipment, Vehicle Operations, Material Handling Equipment (MHE) Operation and Licensing. Quantity Distance considerations during issues, turn-ins, receipt and shipments Responsible for Personnel Management in the absence of the ASP Supervisor Responsible for Maintenance of Buildings, Grounds and Equipment to include: Daily, weekly and monthly preventive maintenance on MHE Maintenance on hand tools and work orders when needed Upkeep on grounds including periodic police call and grass cutting as required Emergency work orders on all buildings and storage facilities Cleanliness of the employee workspaces ex. offices and storage bunkers Monthly Mileage Report on GSA vehicles Administrative responsibilities include: Document control to preclude losing ammunition document and records Filing maintenance IAW AR 25-400-2, the Modern Army Records Keeping System (MARKS) Ensure proper security procedures are complied with to include: Key and Lock Inventory Control and all associated tasks IAW 190-11 and DOD 5100.76-M Security Construction Statements in each storage location Escorting personnel requiring access to the ASP not on an approved access roster Security procedures for classified munitions Daily security of all buildings, offices and equipment Responsible for the certification and training of all ASP personnel to include: Certification and Licensing for MHE, and all required refresher training such as HAZMAT and other related Ammunition Certifications Ensure accountability of all ammunition and government furnished property (GFP) to include: Proper procedures for issues and turn-ins, Proper maintenance of Magazine Data Cards, Reviews unit paperwork for accuracy and for compliance with existing regulations. Perform inspections Receipt Inspections (RI) and Damage-In Transit Inspections DIT) on ammunition arriving by commercial carrier and input results into Munitions History Program (MHP). Perform Cyclic Inspections, Periodic Inspections (PI) and Storage Monitoring Inspections (SMI) on ASP stocks and input results into MHP Process Unit Turn-ins which include inspection of ammunition items IAW DA PAM 742-1 and other applicable publications or drawings, verifying and repackaging ammunition items and components, providing Quality Control of standard and non-standard markings and light containers (less than quantity package), and assignment of condition code (coding ammunition) to ammunition items for serviceable/unserviceable. Process ammunition received from Amnesty Box or turned in as Found on Installation (FOI) by units. Perform administrative document clearance procedures which include the processing DA Form 3151-R for suspension and restriction checks, reviewing and distribution of Ammunition Information Notices (AIN) and Notices of Ammunition Reclassification (NAR), Preparation of Material Condition Tags which include Serviceable Tags (DD Form 1574 and DD Form 1574-1- Orange or Yellow), Test/Modification Tags (DD Form 1576 and DD Form 1676-1- Blue), Suspended Tag (DD Form 1575 and DD Form 1575-1-Brown), Unserviceable(Repairable) Tag (DD Form 1577-2 and DD Form 1577-3- Green), and Unserviceable (Condemned) Tag (DD Form 1577 and DD Form 1577-1- RED), Prepare DD Form 2890 ( DOD MULTIMODAL DANGEROUS GOOS DECLARATION) which develops ammunition load plans for units drawing ammunition from the ASP to ensure compatibility and load capacity is not violated and prepare and Army Material Command (AMC) Form 4508 (Ammunition Transfer Record) Inspect vehicles IAW DD form 626 MOTOR VEHICLE INSPECTION (TRANSPORTING HAZARDOUS MATERIALS) prior to entering the ASP for compliance with existing regulations. Ensure loads are properly secured and placarded in accordance with CFR 49 and applicable regulations prior to exiting the ASP. Inspect commercial vehicles delivering to the Fort Moore ASP (DIT and or RI). Ensure ammunition is properly packaged and marked for storage and transport. Conducts inspection of propellants for discoloration, torn or damaged bags, and damp or damaged igniters; performs manual, heat, and olfactory tests; and inspects containers and packing materials for serviceability, and air test of containers for leaks. Performs identification and classification of returned material. This involves the handling, breakdown, inspection, reassembling, repacking, and marking as required. Perform Arms room inspections or related inspections (Staff Assisted Visits) in support of the Command Supply Discipline Program (CSDP) Performs Magazine inspections to ensure storage compliance Performs visual Lightning Protection System (LPS) Inspections MATERIAL & EQUIPMENT DIRECTLY USED: Desktop Computers, Multi-line Telephone, Two-Way Radio, Multi-Functional Devices, Material Handling Equipment (MHE), Banding equipment and related items. Use of Personal Protective Equipment (PPE) such as protective mask, safety vest, steel or composite shoes/boots, safety gloves, hard hat and eyewear in certain areas. Forklifts, general purposes vehicles and hand tools. WORKING ENVIRONMENT: Work will typically be in a temperature-controlled office environment, with frequent exposure to electronic office equipment. There may be times when an employee is exposed to extreme cold or hot weather conditions. The worker is subject to hazards. Includes a variety of physical conditions, such as proximity to moving mechanical parts, moving vehicles, electrical current, working on scaffolding and high places, exposure to high heat or exposure to chemicals. May be called upon to work weekends and/or holidays. PHYSICAL ACTIVITIES: Medium work. Exerting up to 60 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. Walking and standing for extended periods. The worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading; visual inspection involving small defects, small parts, and/or operation of machines (including inspection); using measurement devices; and/or assembly or fabrication parts at distances close to the eyes. Qualifications MINIMUM QUALIFICATIONS: Education/Certifications: Highschool diploma or equivalent. Training in ammunition breakdown, distribution and accountability is mandatory. Must be able to obtain Ammunition Distance Learning Certifications IAW AMC-R 350-4 for the following Ammo-10, 28, 45, 54, 63, 64, 67, 68, 75, 76, 78, 97 and 112, Pack 1-A (Defense Basic Preservation and Packaging and Wood Packing Materials (WPM). Must be able to pass Ammo 62 (Technical Transportation of Hazardous Materials) upon admission. Failure to successfully pass this course will disqualify the individual. Must pass criminal background check. Must be able to pass the standard background check. Must be able to obtain and maintain a tier one level clearance (NAC-I). Must be able to pass a pre-employment drug screen. Valid Driver’s License without restrictions. EXPERIENCE/SKILLS: Three years specialized ammunition-handling experience with one-year supervisory experience preferred. Possess high ethical standards and demonstrate professionalism. Ability to prioritize, and multi-task in a fast-paced environment, and interact at all levels. Ability to work independently, highly collaborative environment. Strong written and verbal communications skills; ability to interact at all levels. Strong attention to detail and observational skills.
