BASIC FUNCTION & RESPONSIBILITY:  The Family Resource Specialist will support the district homeless liaison and campus McKinney-Vento point of contacts in identifying homeless children and youth and providing homeless children and youth with wrap-around services to enable children and youth experiencing homelessness to attend school and participate fully in school activities. The Family Resource Specialist will work closely with the District Homeless Liaison to ensure the district is in compliance with the Texas Education for Homeless Children and Youth (TEHCY) grant and McKinney-Vento Act federal mandate.

 

QUALIFICATIONS:

 

Education/Certification:

High school diploma or GED Bilingual preferred

 

Special Knowledge/Skills/Abilities:

Knowledge of school district organization, operations, and administrative policies Knowledge of McKinney-Vento Act, and the rights and protections it provides for homeless students Ability to multi-task numerous complex administrative activities Highly proficient skills in keyboarding, word processing, google and file maintenance Excellent interpersonal, organizational and communication skills Requires good mathematical skills Ability to evaluate data and statistics and translate into a format which meets the needs and requirements of the administration and department Ability to use personal computer and software to develop spreadsheets and databases and do word processing Ability to initiate and complete projects and programs Ability to research, compile, analyze and report data clearly

ADDITIONAL INFORMATION: This position is a grant funded full time position.

 

Essential  Functions:

Participate in training on the identification of homelessness. Facilitate the organization of required recording keeping throughout the identification and support processes, including, but not limited to, residency forms, investigation documentation, categorizing homeless situations appropriately, maintaining district databases, etc. Compile oversight for records/documents/funds Process and track purchase orders. Process conference/training registrations related to McKinney-Vento grant required events Purchase items needed for the McKinney-Vento services as approved under the grant guidelines Answer incoming calls and greet visitors. Respond to routine inquiries from the public and staff and refer appropriate inquiries to the District Liaison or other administrators. Conduct home visits when needed to help identify students for McKinney-Vento services Assist homeless liaisons and school leaders in determining the best interest of the child or youth, to the extent feasible, to keep child or youth in the school of origin, unless it is against the wishes of the parent/guardian. Maintain physical and computerized files for the program. Assist homeless liaisons and school leaders in expediting enrollment of homeless children or youth even if the child lacks records normally required for enrollment. Ensure information on each homeless child and youth is entered immediately in the state mandated student database. Assist in coordinating community support for resources for identified homeless students under the direction of the district homeless liaison Facilitate needs assessments of families living in homelessness under the direction of the district homeless liaison. Maintain and fulfill requests from school point of contact for resources or services needed for identified homeless students or families Maintain communication with select outside parties on behalf of the department, including vendors, business contacts, etc. Assist in organizing supply closets, food pantries, hygiene kits, etc, for identified homeless students. Receive, store, issue supplies and equipment in the resource center. Follow district financial procedures in obtaining resources needed by identified homeless students under the direction of the district homeless liaison. Use effective and professional communication skills when interacting with stakeholders, including families of students living in homelessness Notify child nutrition upon identification of homeless students. Coordinate with school and district stakeholders to ensure transportation is provided, at the request of the parent or guardian or unaccompanied youth to and from the school of origin. Maintain confidentiality and professionalism at all times

Other Responsibilities:

Receive, sort, and distribute mail and other documents to department staff. Receive, store, issue supplies and equipment for the department. Keep informed of and comply with all state and district policies and regulations concerning primary job functions. Project a positive image to the school and community.
