The Aviation Department which operates the Fort Lauderdale-Hollywood International Airport and the North Perry Airport is seeking qualified candidates for the position of Business Specialist (Assistant Airport Property Manager) – Concessions/Rental Cars to work in Aviation's Business and Property Management Division.  This is property management work assisting in the coordination and administration of concession activities related to the airport's multi-million-dollar concessions program at the Ft. Lauderdale-Hollywood International Airport and North Perry Airport.  The position is responsible for Concessions/Rental Cars management, monitoring, tenants' relations, operations and procurement.  The Business Specialist (Assistant Airport Property Manager) will report to the Airport Manager of Business – Rental Cars.
 
  Work involves responsibility for assisting and coordinating various activities relating to the management functions in the negotiation of agreements, leasing and inspection of airport concessions and rental car activities and leaseholds.  Emphasis of the work is on oversight of operations of the rental car program and other airport concessions, including but not limited to assisting in negotiating and preparing a variety of agreements, permits and related leases, procurement, maintaining favorable tenant relations, inspecting leased airport properties for compliance with the terms and conditions of the agreements and leases, and assisting with research pertaining to the airport concessions and rental car industries. The Business Specialist (Assistant Airport Property Manager) will assist the Airport Manager of Business with periodic inspections, evaluations and monitoring of airport leaseholds and facilities for compliance with terms and conditions contained in leases, permits, license agreements, and concession agreements and with established departmental practices.
Minimum Education and Experience RequirementsRequires a bachelor's degree from an accredited college or university with major coursework in business, hospitality management, communications, public administration or a closely related field.

DUTIES AND RESPONSIBILITIES

The functions listed below are those that represent the majority of the time spent working in this class.

Manages the day-to-day relationship between the Airport and the tenants; resolves management, tenant, and customer complaints and conflicts between tenants to ensure excellent tenant relations.

Performs extensive property management functions and contracts oversight of non-terminal tenants, which include commercial retail, commercial aviation, executive general aviation, corporate aviation and government.

Reviews agreements for expiration, tenant requirements, and other action dates. Follows up with tenants to confirm that requirements are met.

Attends internal agency meetings, tenant meetings, contractor meetings.

Reviews airport construction projects and tenant impacts. Works together with various groups to minimize tenant/airport/customer impact.

Conducts regular inspections of tenant leaseholds for quality standards and agreement compliance.

Negotiates and drafts complex contract documents including lease agreements, development agreements, permits, licenses, amendments and consent documents.

Reviews and takes appropriate action regarding loan documents, construction contracts, environmental regulations, building regulations, appraisals, boundary surveys and architectural and engineering drawings.

Drafts agenda items and other associated documents including internal memos for presentation to the Broward County Board of County Commissioners in connection with the drafting of lease agreements, development agreements, permits, licenses and amendments.

Maintains accurate records of all lease agreements for property and space rentals; identifies effective dates and termination dates, description of property, annual rental obligations, company name and any special agreements.

Maintains tenant database including gate access Personal Identification Number codes to insure security of the airport.

Reviews and evaluates applications for leases and permits and makes recommendations to provide for maximum financial return and utilization of the airport's properties and facilities.

Communicates with and maintains relationships with cargo focused users of the airport; identifies and develops new cargo focused business opportunities for the airport.

Communicates and collaborates with Broward area economic business development groups to identify potential cargo business opportunities.

Investigates, manages, follows up and reports on assigned Airport projects. Including frequent physical inspection of airport facilities to confirm status and completion of work.

Researches relevant markets and financial trends to forecast future business activity and assists in developing recommendations for the director.

Prepares documents for tenant/permit holder correspondence, agreements and amendments.

Coordinates the tenant improvement process between tenants, contractors and the County. Ensures all of the proper documentation and approvals are in order to ensure timely and successful completion of the project.

Reviews security deposits on file and requirements. Reviews tenant rents. Adjusts annually per the agreements.

Reads, analyzes, understands, interprets and explains legal documents, regulations, financial reports and business proposals.
