**Description**
Job Summary
Demonstrates strong management and leadership expertise in the operation, maintenance, and repair of the central utility plant (CUP). Works under the direction and mentorship of the CUP Manager to support department’s workload activities and employees, provide guidance to the O&M team in the preventative maintenance, operations, engineering systems improvements, equipment replacement, utilities usage, and long-term efficiency. Train, mentor and coach all team members in the operation of all central energy plant utility systems including high pressure steam boilers, hot water boilers, heat recovery chillers, centrifugal refrigeration chillers, cooling towers, centrifugal air compressors, medical compressed air and HVAC systems.
Description
+ Effectively manages and leads maintenance operations necessary to execute all scheduled maintenance and unscheduled maintenance events described in the project work scope with established regulatory requirements.
+ Responsible for assigning work orders and duties and reviewing all corrective and preventative maintenance for proper documentation.
+ Investigate equipment failures and issues to diagnose faulty operation, and to make recommendations to project manager, O&M team and FM staff.
+ Manages and supervises work orders to ensure timely, accurate, and effective completion.
+ Develops technical scopes of work for Service Contracts and Repair Contracts, and ensures timely completion.
+ Serves as the preventative and corrective maintenance expert for the team to come to for guidance and direction.
+ May direct and coordinate activities of other workers in performing tasks directly related to operating and maintaining the system or systems.
+ Evaluates the condition of MEP systems and recommends repair or replacement actions.
+ Assist outside contractors performing scheduled maintenance or repairs.
+ Traces out proposed utility service shutdowns, identify affected areas and initiating shutdowns and reactivation.
+ Monitors outside contractor repairs and records observed deficiencies on punch list.
+ Participates in new system start-up, training and commissioning.
+ Motivates team members in conformance to contract requirements and reviews performance indicators to improve efficiency.
+ Analyzes monthly actions to include labor, expenditures, overtime and collaborates with the management team on areas of improvement. Assist management team with communication between staff and the customer.
+ Ensures building files, drawings and maintenance records are kept up-to-date
+ Performs frequent Quality Control (QC) inspections, initiates, oversees, and documents corrective and preventative actions in support of the QC program.
+ Plans, manages, directs, and motivates assigned personnel and long-range activities, and ensures all programs and procedures are being properly implemented.
+ Leader who is responsible for on-the-job and ongoing training for all maintenance employees.
+ Directs and coordinates activities of all workers in performing tasks directly related to operating and maintaining the system or systems.
+ Assumes responsibility for parts and materials needed for on time maintenance, coordinates requisitions with the Purchasing Department.
+ Prepare monthly reports as assigned; review assigned service orders monthly to determine percent complete to invoice the government.
+ Perform over the shoulder inspections and help maintain a safe work environment.
+ When directed by the CMM in case of the absence of the CUP Manager, acts as CUP Manager temporarily.
+ Other duties as assigned.
**Education, Experience and Certification**
+ Preferred
+ Bachelor’s Degree (E.g. Engineering degree)
+ Required
+ 5 years' operating experience of central utility plants of similar size.
+ Operating experience of central utility plants of similar size.
+ Able to direct, monitor, and oversee contractor staff necessary to execute all operations and maintenance requirements and quality control at the CUP.
+ First class stationary engineer license.
**Knowledge, Skills, and Abilities**
+ Knowledge of the proper repair and maintenance requirements for medical facilities, grounds and utilities.
+ Knowledgeable and skilled in the operation, repair and maintenance of HVAC, electrical, plumbing and mechanical, fire, and security systems.
+ Experienced with computer programs including all applications of Microsoft Suite, CMMS & BAS.
+ Demonstrated capability to work in a dynamic, fast paced environment; Action oriented and able to handle multiple priorities at a time.
+ Effective oral and written communications skills; ability to read and understand blueprints.
+ Strong problem-solving skills and experience in managing critical deadlines.
+ Familiar with applicable HVAC, OSHA, NFPA/ASME, and ANSI/NEMA codes
