The LA County Board of Supervisors has unanimously ratified a Proclamation of Local Emergency in response to the windstorms and wildfires (https://file.lacounty.gov/SDSInter/bos/supdocs/199375.pdf) , including the Palisades and Eaton Fires, that have devastated communities across the County. We are looking for qualified and passionate individuals to assist the County in mobilizing resources and support needed to help our residents recover and rebuild. The Department of Public Works is seeking qualified candidates to fill an emergencyAssistant Chief, Fiscal Division, Public Works vacancy related to this unprecedented natural disaster.
Under the emergency order, applicants who meet the requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment.
Before the end of your initial work period, you will be assessed on your work performance. This assessment will be weighted 100%.
Those who successfully pass the assessment will be considered for permanent appointment to Assistant Chief, Fiscal Division, Public Works.
Essential Job Functions
AnAssistant Chief, Fiscal Division, Public Worksfor this vacancy is responsible for a combination of the following job functions:
+ Assists in planning, organizing, directing, and evaluating the effectiveness of Fiscal Division operations.
+ Directs the planning, development, and implementation of core accounting procedures, standards, and controls and evaluates their effectiveness.
+ Oversees the invoicing and collection of revenue from contract cities, customers, grants, governmental agencies, and other sources to ensure the receipt of funds in a timely, accurate, and cost-effective manner.
+ Directs revenue management operations to ensure that accurate recording and timely deposit of incoming funds and revenues, and their proper classification by source, program, and fund to ensure accurate tracking and reporting of the Department's financial condition.
+ Oversees accounts payable activities to ensure payment of bills and invoices in an accurate and timely manner and take advantage of proffered discounts.
+ Directs administration of an expenditures management system to ensure accurate application of costs to appropriate funds, programs, and jobs and establish overhead and equipment usage rates sufficient to enable cost recovery.
+ Assists in providing advice to Departmental management regarding revenue estimates and expenditures and the analyses of project cost estimates; participates in the development of plans for the internal reallocation of funds to meet changing departmental priorities.
+ Participates in the direction of accounting systems and procedures studies, cost studies of Departmental operations, and the preparation of reports of findings, and recommends approval for implementation of findings.
+ Assists in developing and implementing new and revised policies and procedures in order to effect maximum operational efficiency and reduce costs.
+ Analyzes and interprets the accounting provisions of laws and regulations and recommends steps for their implementation to ensure compliance; evaluates their impact on Departmental programs.
+ Assists in directing the preparation of technical analyses, projects, and financial reports.

Requirements
MINIMUM REQUIREMENTS:
Graduation from an accredited college with 21 semester or 32 quarter units of accounting including courses in cost accounting, governmental accounting, or auditing* -AND- Either (1) One year of highly responsible fiscal administrative experience at the level of Fiscal Officer I** or higher, or (2) Two years of supervising accounting experience at the level of Senior Accountant-Auditor***, Senior Accounting Systems Analyst****, Accounting Officer II*****, or higher.
LICENSE:
A valid California Class C Driver License or the ability to utilize an alternative method or transportation when needed to carry out job-related essential functions.

PHYSICAL EXPECTATIONS:
Physical Class II - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.
