Assistant Chief for Fire Prevention
**Summary** The **Assistant Chief for Fire Prevention,** participates in the administration and planning of a comprehensive fire prevention program at the installation. Manages the Hazard Assessment Inspection Program, Facility Risk Assessment Program, Public Fire Prevention and Education Program, Fire Protection Engineering, and Extinguisher Maintenance Program. Responsible for implementing internal controls, self-inspection, and audit compliance. Ensures education in and compliance with security directives for employees having access to classified and/or need to know computer information. Coordinates with the Fire Chief, Deputy Fire Chief, and other supervisors in the development and implementation of policies. Prepares, executes, and schedules assignments of subordinate personnel to inspection and training duties to ensure the installation meets the training requirements provided by the Department of the Air Force. Maintains current knowledge of the base, its structures, and all systems related to fire protection and prevention. Prepares facilities inspection and testing inspection schedules for all buildings, facilities, fire alarm systems, sprinkler systems, and other extinguishing systems that are tested by fire prevention and suppression personnel. Directs follow-up inspections for all systems that have been out of order or repaired. Prepares contract specifications and supporting documentation for those fire extinguishers or systems that are to be contracted. Develops recommendations for the Fire Chief on the level and mixture of resources needed to ensure an effective and efficient program. Inspects maintenance of all suppression and detection systems on the installation. Identifies and reviews status of base fire deficiencies on a regular and recurring basis and effects necessary corrective action within program concepts. **Responsibilities** + Plans, administers, and supervises the fire prevention education program. + Directs or provides demonstrations and lectures to groups or organizations. + Develops base fire regulations, training programs, and fire hazard assessment schedules. + Coordinates with fire protection operations personnel to develop new pre-fire plans, and review and update existing plans. + Regularly practices and enforces a sound safety management program. + Coordinates fire prevention and public safety education activities with the Public Affairs Office in the promotion of events throughout the base populace. + Drafts articles for the base paper, commander’s column, etc. for submission to the Fire Chief and/or higher authority for approval. + Directs development and implementation of training of the base populace on Air Force and nation-wide fire prevention practices, as well as home-base unique fire hazards. + Reviews construction and modification plans, confers with engineers, and provides technical/functional assistance on fire prevention and building design criteria **.** + Uses building codes and various manuals and specifications, prepares reports, conducts fire investigations, evaluates hazardous conditions, and provides recommendations to correct hazardous conditions. + Coordinates on work requests and provides input in the planning and development of all major construction or renovation projects. + Applies a practical knowledge of codes, standards, blueprint reading, and engineering principles as applicable to life safety and fire prevention. + Attends pre-construction conferences to brief contractors on their fire protection/prevention responsibilities while working on base. + Inspects structures during construction or renovation to ensure adherence to the terms of the contract in so far as fire safety aspects are concerned prior to acceptance by the Air Force. + Serves as the incident commander of a fire/crash scene until relieved by the Fire Chief or Deputy Fire Chief. + Determines the best course of action to minimize loss or damage from fires or explosions. + Directs the placement of firefighting equipment and personnel to ensure maximum utilization in fire control or aircraft crash/rescue operations. + Assesses the fire scene/emergency situation to facilitate fire/rescue operations and to brief the Fire Chief or Deputy Fire Chief upon arrival. + Supervises safe and proper rescue operations of endangered persons. + Ensures rescue operations are performed in accordance with established policies and procedures and minimize the risk of additional danger to fire fighting personnel and endangered persons. + Determines adequacy of measures taken to minimize the loss or damage as a result of fire or explosions. + Responds to hazardous material incidents; initiates actions to establish control of the affected area with minimal risk to response personnel and the environment. + Ensures that personnel are properly protected. + Subject to work in the Emergency Operations Center (EOC). + Other duties as assigned **Qualifications** + Associate degree in related field and/or equivalent education/experience is preferred. + Six (6) years’ experience in fire prevention and operations, two (2) of which are in supervisory personnel management and manpower allocation. + Must possess and maintain a valid Class E Florida state driver’s license. + Must meet all standards as required by Performance Work Statement. + Must possess or be able to obtain and maintain a security clearance. + Honorably discharged from the Armed Services (If Applicable) + Successfully completed all training and obtained all required licenses, certifications and security/medical clearances for the site. + Required Certifications: + Pro-Board and/or IFSAC Firefighter II + Pro-Board and/or IFSAC Airport Firefighter + Pro-Board and/or IFSAC Fire Instructor II + Pro-Board and/or IFSAC Fire Inspector III + Pro-Board and/or IFSAC Fire Officer III + Pro-Board and/or IFSAC Plans Examiner I + Pro-Board and/or IFSAC Hazardous Materials Incident Commander + Pro-Board and/or IFSAC Incident Safety Officer + NIMS 100, 200, 300, 400, 700 and 800 + Have no record or history of illegal drug use, sale, possession, or manufacture. + Have no felony convictions and no convictions that reflect on the individual’s reliability. + Must be able to meet and maintain Physical Certification for non-rigorous position. + Must be able to meet drug testing and alcohol-free workforce requirements to include random drug and/or alcohol testing. + Must speak, read, write, and understand the English language, apply written rules, detailed orders, instructions and training material. _Knowledge, Skills and Abilities:_ + Skill in operating a personal computer and standard office equipment. + Must have knowledge of a variety of computer software applications in word processing, (FES-IMS, MSWord, Excel, Access, PowerPoint), and Outlook.
