You will coordinate fiscal budgetary oversight and support, ensuring transparent operations within agency programs. Your collaboration with Chief Fiscal Officers and Program leaders will meet organizational needs. This opportunity is ideal for a financial leader ready to coordinate the management of funds exceeding $1 billion annually and make a significant impact within our communities. Position responsibilities
+ Build and manage detailed contract management and tracking reports, ensuring timely follow-up on outstanding items.
+ Analyze data to develop accurate budget estimates and write cost-benefit analyses to guide decision-making.
+ Prepare and deliver financial statements, as well as statistical and narrative fiscal/administrative reports.
+ Serve as a key liaison, collaborating with program staff, providers, the Office of General Counsel, and Fiscal Division staff to resolve contract issues efficiently.
+ Process and verify contract payments, ensuring compliance with payment schedules and contract terms/conditions.
Position Details
+ Located at Central Office at 55 Farmington Avenue, Hartford, CT.
+ Full-time, 40 hours per week.
+ First shift, 8:00 am – 4:30 pm.
+ Monday through Friday.
+ Telework usually offered at the maximum level permitted by state and agency policy.
We seek team members with experience supervising fiscal staff, conducting complex financial analyses, and preparing budget reports. Advanced Excel skills, knowledge of State of Connecticut budgeting and accounting, and expertise in creating financial reports for public sector organizations are essential. Familiarity with federal and state healthcare regulations is highly valued.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state agency this class is accountable for assisting in the administration of the administrative programs and operations of the agency.
EXAMPLES OF DUTIES
+ Assists in directing staff and operations of fiscal management functions including budget preparation and management, accounting and financial reporting and analysis;
+ Assists in coordinating, planning and managing activities;
+ Formulates program goals and objectives;
+ Develops or assists in development of related policy;
+ Reviews fiscal and administrative operations for effectiveness and compliance with statutory requirements and agency policies and procedures;
+ Evaluates staff;
+ Directs or assists in the direction of budget management function;
+ Maintains contacts with and acts as liaison to individuals within and outside of state who might impact on program activities;
+ Advises agency head regarding fiscal and administrative matters;
+ Assists EDP experts in planning and implementation of financial aspects of EDP systems;
+ Utilizes EDP systems for financial records, reports and analyses;
+ Prepares programmatic fiscal/administrative analysis and impact statements on proposed regulations and legislation;
+ Leads the recruitment and hiring of staff, including outreach, interview and selection;
+ May direct support services such as maintenance, duplicating services, switchboard, mailroom, food services, security and housekeeping;
+ In a facility or institution may ensure conformance with related standards of JCAH, OSHA, Environmental Protection and other regulatory agencies;
+ May direct a program of internal and/or external audit;

KNOWLEDGE, SKILL AND ABILITY
+ Considerable knowledge of

+ principles and practices of public administration with special reference to governmental budget management and governmental accounting;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Ten (10) years of experience in a combination of fiscal/administrative functions (e.g. accounting, accounts examining, budget management, grants administrative, personnel, payroll, purchasing) at least one (1) of which must be an accounting function.
NOTE: See addendum for descriptions of these fiscal/administrative functions.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have been supervising professional level staff.
NOTE: For state employees this experience is at the level of a Budget Specialist or Fiscal/Administrative Supervisor.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in public administration, business administration or accounting may be substituted for one (1) additional year of the General Experience.
PREFERRED QUALIFICATIONS
+ Experience supervising professional and managerial level fiscal staff.
+ Experience developing complex financial analysis and budget reports.
+ Advanced proficiency in Microsoft Excel, including the ability to create and manage complex formulas, pivot tables, and conditional formatting.
+ Experience with State of CT budgeting and accounting.
+ Experience preparing detailed financial status reports for public sector organizations.
+ Experience interpreting and complying with federal and state laws and regulations related to the programs and policies of healthcare.
+ Experience utilizing CORE CT financials modules.
