Assistant Chief Plan Examiner, Affordable Housing
Job Description The NYC Department of Buildings is responsible for ensuring the safe and lawful use of buildings and properties by enforcing the NYC Construction Code, Energy Code and Zoning Resolution. This position performs supervisory work in the engineering or architectural analysis of structures and building equipment systems, for affordable housing projects and the examination of plans for the construction, alteration or repair of buildings and equipment systems under the jurisdiction of the Department of Buildings. The Assistant Chief Plan Examiner, Affordable Housing will be responsible for but not limited to the following: - Supervise, guide and mentor affordable plan examination personnel to perform progressively more complex and challenging projects. - Assign affordable housing work, monitor affordable housing team and individual examiner workload, and screen incoming jobs for completeness. - Monitor affordable housing team and individual examiner productivity to ensure smooth continuous flow of work and compliance with Agency affordable housing service levels. - Administer quality control checks to ensure complete and accurate project reviews that are documented with clear and concise objections based on Agency regulations, rules and procedures. - Facilitate resolution of objections and proper approval of jobs by meeting with applicants, filing reps and examiners to correctly interpret and enforce regulations. - Assist the Borough Commissioner, Deputy Borough Commissioner, and Chief Plan Examiner to manage unit operations including developing and maintaining workload management plans, analyses, schedules, reports, and spreadsheets, and performing assigned tasks as it affects affordable housing projects. - Collaborate with the Borough Commissioner Deputy Borough Commissioner, and Chief Plan Examiner to address and resolve unit level issues, establish, and review unit expectations and standards, and encourage improvement. - Interact with borough management and other units in the Agency, as necessary, to accomplish assigned tasks for affordable housing projects. - Perform original plan examinations, special audits, and zoning reviews; issue objections and conduct meetings with applicants and filing representatives to resolve objections and approve affordable housing jobs. - Evaluate performance of affordable housing team members. Work Location The Affordable Housing plan examination team is co-located with Development Hub Plan Examination at 80 Centre Street, 3rd Floor, New York, NY 10013 Minimum Qualification Requirements Possession of a valid New York State Professional Engineer’s license or registration as an Architect and one of the following: 1. Four (4) years of full-time satisfactory experience in architecture, civil engineering, or mechanical engineering performing work in building design, building construction, or building equipment systems design, of which two years must have been in building design or building equipment systems design; or 2. A master’s degree or higher in civil engineering, mechanical engineering, or a five year Bachelor of Architecture or a Master of Architecture from an accredited college, and three (3) years of full-time satisfactory experience in architecture, civil engineering, or mechanical engineering performing the work described in "1" above, of which two (2) years must have been in building design or building equipment systems design. License Requirement On the date of appointment, must possess a valid New York State Professional Engineer’s License or a valid New York State Registration as an Architect. Current New York State registration as a Professional Engineer or Architect must be maintained for the duration of employment. Additional Information Candidates who are permanent in comparable civil service titles may be considered for title change under rule 6.1.9 of the Personnel Rules and Regulations of the City of New York. Candidates serving in or reachable on the list for one of following comparable civil service titles may be considered in that title: Architect and Civil Engineer. Qualifications 1. License or Registration Requirement: A valid New York State Professional Engineer’s License or a valid New York State Registration as an Architect. Current New York State registration as a Professional Engineer or Architect must be maintained for the duration of your employment. 2. Education and Experience Requirement: a. Four (4) years of full-time, satisfactory experience in architecture or civil engineering performing work in building design, building construction, or building equipment systems design, of which two years must be in building design or building equipment systems design; or b. A Masters degree or higher in civil engineering, or a five-year Bachelor of Architecture or a Master of Architecture, and three (3) years of full-time, satisfactory experience in architecture or civil engineering performing work in building design, building construction, or building equipment systems design, of which two (2) years must be in building design or building equipment systems design.
