Job Description
The Taxi and Limousine Commission (TLC) is seeking a motivated, experienced individual to serve as the Assistant Commissioner for Human Resources. The Human Resources Unit of TLC is responsible for all aspects of employee services for the agency from recruitment and hiring to payroll, time and leave and training, as well as providing courteous and timely answers to questions and issues relating to human resources policies and practices. various Human Resources functions including payroll, timekeeping, training, recruitment, hiring, performance management training and development, employee relations and special programs (i.e., financial disclosure, employee recognition, career development) in the TLC.
The Assistant Commissioner HR reports to the Deputy Commissioner for Operations, People, and Innovation.
Specific assignments will include, but not limited to:
- Advises TLC Executive & Senior Management on all Human Resources related matters.
- Coordinates the implementation of services, policies and programs through Human Resources, Payroll and Timekeeping staff that provide customer friendly service to all agency personnel in the areas: recruiting and staffing, employee orientation, benefits, recordkeeping of time, workforce safety, career counseling, organizational development, and performance management.
- In conjunction with the Deputy Commissioner for Operations, People, and Innovation, works on the planning, development and implementation of staffing and hiring plans for the agency. Provides guidance and support in the preparation of personnel services budget plans and projections.
- Oversees and coordinates the activities of the Training, Personnel, Payroll and Timekeeping Units to ensure the integrity of all human resource functions including recruitment, selection, placement, civil service administration, timekeeping, classification, compensation, benefits administration and reporting and labor relations; and ensures that data input to the NYCAPS, Planned Action Report (PAR) Process and CityTime systems is both accurate and in compliance with applicable rules, regulations, and policies.
- Oversees the analyses of programmatic operations to determine problematic areas; makes recommendations and implements new procedures where indicated.
- Provides leadership as TLC's primary liaison to the NYC Office of Labor Relations with respect to contractual matters.
- Reviews and develops processes and procedures to ensure compliance with City, State and Federal rules and regulations and makes recommendations related to the implementation and modification of processes to increase efficiency and effectiveness.
- Ensures implementation and maintenance of agency wide Performance Management and Absence Control programs.
Salary:
The range for this role is $155,000-$194,000. Final offers will commensurate with candidate experience and expertise.
Appointments are subject to oversight approvals.
