This is a non-represented position (no union affiliation) and is subject to the provisions of the Personnel Rules of the Municipality of Anchorage.

Example of Duties
The Assistant Controller requires highly defined financial management knowledge and skills primarily responsible for establishing and implementing annual accounting plans. Responsibility for managing the day-to-day operations of the office, directing professional staff of the Accounting and Accounts Payable functions of the Controller Division. Assigns, prioritizes and schedules completion of all monthly, quarterly, and year-end reconciliations, period closures, work paper preparation and review, required financial schedules, notes, management discussion and analysis, required supplemental information, document approval process to ensure timely postings, and any other components for the Municipality of Anchorage (MOA). Performs a variety of fiscal and mathematical calculations; prepares a variety of related reports, prepares written summaries of areas of responsibility. Reviews work papers prepared by others for the ACFR in compliance with Governmental Accounting Standards Board (GASB) and assists with review and completion work papers and required disclosures for the Municipality’s Annual Comprehensive Financial Report and Detail Statements (ACFR). Review effectiveness of the organizational structure of the Division and make recommendations to the Controller for corrective action through the planning and budgetary process. Organizes and coordinates information needed from other MOA departments and outside entities. Coordinates and communicates the project status with concerned citizens and groups, other Municipal department and State and Federal agencies. Ensure financial controls are in place and followed MOA wide. Reviews, prepares updates, develops, and oversees implementation of policies and procedures as necessary, related to financial accounting and reporting, aids with accounting for complex financial transactions for departments, and creates specialized financial system reports to meet accounting standard requirements and industry best practices. Analyzes complex accounting, budget, financial and management information to develop and recommend solutions, prepares written reports; forecasts performance and makes recommendations for adjustments and alternative approaches. Prepares and conducts team building exercises and training for staff on accounting and financial reporting requirements. Interviews, selects, evaluates, and mentors subordinate staff. Reviews and approves employees work schedules, leave requests, and projects. Review and approve personnel actions including hiring, work assignment, scheduling, promotion and/or discipline. Performs other duties as assigned.
Minimum Qualifications / Substitutions / Preferences
High school diploma, GED, or equivalent, and ten (10) years of governmental accounting/finance experience, of which at least two (2) years have been in a supervisory or management position.
OR
Associate’s degree in Business Administration, Public Administration, Finance, Economics, Accounting, or a related discipline, and eight (8) years of governmental accounting/finance experience, of which at least two (2) years have been in a supervisory or management position.
OR
Bachelor’s degree in Business Administration, Public Administration, Finance, Economics, Accounting, or a related discipline, and six (6) years of governmental accounting/finance experience, of which at least two (2) years have been in a supervisory or management position.
OR
Master’s degree in Business Administration, Public Administration, Finance, Economics, Accounting, or a related discipline, and four (4) years of governmental accounting/finance experience, of which at least two (2) years have been in a supervisory or management position.
Must possess and/or obtain:
+ Satisfactory background check which includes criminal, credit, education, and employment history.
+ Valid State of Alaska Driver's License and satisfactory driving record.
Preference:
+ Certified Public Accountant (CPA).
+ Certified Management Accountant (CMA).
+ Certified Public Finance Officer (CPFO).

If selected for hire, appointment in this position will be conditional based upon the submission of a current copy of the applicant's Alaska Driver's License, and a current (dated within 30 days from date requested) copy of his/her Department of Motor Vehicle driving record, including a driving record from previous states, if the Alaska Driver's License was first issued within one year prior to application, documenting an acceptable driving history. Military Service Interview Preference
Veterans who wish to be considered for interview preference, as permitted in Municipal Personnel Rules 3.30.031 D, must attach to the application a copy of their DD Form 214, DD Form 256, NGB Form 22, or a letter from the US Department of Veterans Affairs, recognizing the person as a veteran. Individuals currently serving as a member in good standing in the National Guard or the organized military reserves who wish to be considered for interview preference, as permitted in Municipal Personnel Rules 3.30.031 D, must attach proof of current service to the application. Proof of current service can be shown by submission of a statement of service which, at a minimum, shows the full name, date of birth, Social Security Number, date service began, branch of service, rank, name of command providing the information, and unit of assignment. The statement of service must be on a form or letterhead of the individual’s command organization, and shows the name, signature, title, and contact information of the signer providing the statement of service. The minimum qualifications of the position must be met for preference consideration.
