Summary\:
A member of the Fox Senior Leadership Team reporting directly to the Dean, the Assistant Dean, Finance directs daily operations and leads the planning, analysis, reporting, policy development and continuous, strategic improvement for finance, budgets and accounting, facilities and operations for Fox and STHM, including the forecasting, development and management of approximately $130 million budget.
Responsibilities include\: advising the Dean and senior staff for both Schools on all financial matters related to day-to-day operations; with detailed oversight of developing, implementing, maintaining and ensuring compliance with financial policies and procedures; establishing budget projections and financial strategic planning and documentation for the Provost’s Office; advising and providing strategic guidance and recommendations for the Dean and senior staff on resource allocation; presenting quarterly budget reports; and promoting the growth of auxiliary programs for both schools. The Vice Dean will oversee the budgets and carry-over funds for seven academic departments and 15 major administrative units, as well as the development funds and scholarship activity for both schools. Acts in a management capacity to directly supervise five finance and accounting direct reports in fiscal operations, planning and budget, operations, and capital projects & facilities. Shared responsibility with Associate Dean of Research for Associate Director of Research Administration. Serves as the Schools’ liaison to central administrative departments including the Provost, Budget Office, General Accounting, purchasing and others in the execution of this role.
The Assistant Dean will be involved in supporting personnel administration, including input into hiring and compensation-related matters as these relate to budgets, and will oversee the Position Control Number (PCN system) for both schools. The incumbent will also work with various University, Schools/Colleges and external entities to plan, coordinate and institute services in support of the school’s mission, goals and strategic plan.
Responsible for the day-to-day financial management of the two schools which includes an operating budget of approximately $130 million, as well as all research expenditures and all endowment funds.
Participate as a member of the dean’s leadership team guiding strategy for the Fox School of Business and School of Sport, Tourism and Hospitality Management.
Work in cooperation with the School’s Development Office and others to develop strategies for effective use of scholarship programs for all scholarship endowment funds including multi-year planning and use of funds, term gifts, and operating budget sources for student scholarships. Oversee scholarship administration and ensure compliance with donor restrictions, research and audit fund uses. Develop scoring models to anticipate and craft incoming scholarship offers to recruit and retain students consistent with Dean’s vision and school resources.
Lead and take responsibility for preparation, submission and compliance of all budgets, including budget development, forecasting, financial planning and analysis, and the development and implementation of management and financial systems and controls to, monitor expenditures. Also prepares and delivers monthly budget status reports to management.
Work in close partnership with the Office of Research and Doctoral Programs on the schools’ externally sponsored project administration and operations. Monitor and control expenditures against budget in the College’s academic departments, dean’s office, and other programs and centers. Analyze departmental spending patterns to develop projections of annual expenditures and make strategic, forward-thinking budget adjustments as appropriate including analysis of carry-over accounts.
Participate in the planning, implementation, and management of department programs. Monitor all programs to ensure they are meeting their stated fiscal and programmatic goals. Assist departments with understanding of central and school budgeting processes in both schools. Provide ongoing training and development for departments to ensure responsible and strategic spending practices. Lead management of departmental accountability, including preparing accountability reports, monitoring performance metrics and preparing performance reports as assigned.
Prepare budget status reports and advise the Dean of favorable and unfavorable variances. Discuss this information with the Provost’s Office and Budget Office as needed.
Coordinate the two schools’ financial plan and forecasts which are submitted to the Provost Office and Budget Office. Ensure submission of the annual line-item budget for both schools to the University Budget Office. Prepare multi-year budget status and fund balance reports for the Dean and senior staff to illustrate potential budget issues in the coming years and help identify encumbrances made against carry-over accounts. Advise the Dean and other leaders on how enrollment changes will affect the schools’ budgets and provide guidance and fiscally sound options and recommendations to ensure responsible spending.
Ensure that the schools at all levels adhere to the various policies and procedures set by the University concerning accounting, budgeting, purchasing, payroll, employee hiring, etc. Lead the management and administration of the College’s payroll operation for approximately 150 full-time faculty, almost 150 adjunct faculty, and approximately 150 full and part-time staff.
Coordinate and administer financial data management, payroll audit and submission. Develop and implement policies and procedures to assure compliance and conformity with all related University policies and Budget (position control), and coordinate and administer effective staff utilization, planning, and personnel funding policies in partnership with the Faculty and Staff Affairs units of the Dean’s Office.
Oversee and review requests for proposals and contracts to ensure they are in keeping with both department and University policies in terms of financial commitments and personnel requirements. Serve as contact and liaison with University Counsel, Accounting, and other University departments where relevant.
Monitor, review, and approve all requests for travel, reimbursement, and payments, and approve purchase orders above $5,000 for both schools. Ensure that all purchases adhere to Purchasing & Accounts Payable rules and guidelines and that requests and purchases are fundable within the scope of the budget. Approve all capital purchases in excess of $5,000.
Participate in the various planning exercises for the two schools \:
• Strategic planning
• Instructional deployment.
• Allocation and creation of faculty positions (tenure and non-tenure)
• Resource allocation to departments
Support financial and business case development for entrepreneurial activities in the two schools. Serve as liaison between the two schools and various offices within the University. Perform or oversee special projects, and prepare various financial, statistical, and other
reports as requested by the Dean or other University officials. Serve on various committees within the schools and the University.
Performs other duties as assigned.

Required Education & Experience\: Bachelor’s degree and at least 7 years of directly related experience in a complex business or university setting that includes\: leadership and staff supervision; budget and financial planning; and business and operations management.
