Incumbents manage the program or organization's budget and policies regarding participant involvement, program requirements, and benefits. Work may involve managing an organization of social workers, counselors, or probation officers. DUTIES AND RESPONSIBILITIES: The Assistant Detention Center Superintendent position is critical to the operations of the facility. Additionally, the position is responsible for the operation of the facility, ensuring the safe and secure custody of all assigned youth. This position has the following major duties and responsibilities: Responsible for: The day-to-day operation of the facility, including hiring, management and supervision of ail uniformed officers. Coordinating and ensuring compliance with Department of Juvenile Justice mandated training and certification of direct care employees. Supervising Juvenile Justice Detention Officers Supervisors and ensuring staffing ratio is maintained in accordance with policy and procedure. Conducting investigations relative to abuse/neglect and violation of Standards of Conduct by subordinate staff. All youth services, rights, programming, property, visitation, clothing, medical, mental health, and education. Reviewing all reports and logs within the facility. Assists the Superintendent in complying with Quality Assurance Standards. Ensures staff compliance with Department of Juvenile Justice rules, regulations, Detention Services Manual, Facility. Operating Procedures and Quality Assurance Standards. Reviews reports, log books, and JJIS data daily. Supervises the youth transportation services for the facility. Ensures the timely and efficient movement of youth to and from court and other facility programs. Serves as the population control officer for the facility. Responsible for the proper and legal admission and release of all youth. This position must comply with the requirements set forth in Section 215.422, Florida Statutes, Prompt Payment Compliance Law. Performs all other duties as assigned. MINIMUM QUALIFICATIONS FOR THIS POSITION INCLUDE THE FOLLOWING REQUIRED ENTRY LEVEL KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of practices used in caring for youth. Knowledge of growth and development theories pertaining to youth. Ability to understand and apply applicable rules, regulations, policies and procedures. Ability to develop various reports, records, and correspondence. Ability to develop, implement, and ensure compliance with policies and procedures. Ability to communicate effectively, both verbally and in writing. Ability to establish and maintain effective working relationships with others. Ability to plan, organize, and direct program activities. Ability to manage the housekeeping and administrative details related to operations of the facility. Skill to use Microsoft software. PREFERRED QUALIFICATIONS: Experience working in criminal justice, corrections or juvenile corrections, providing care, custody and/or control of at-risk delinquent or troubled youth. Experience supervising staff in the performance of assigned duties or evaluating the performance of assigned staff. Preference will be given to candidates with experience in the criminal justice field and with monitoring programs and/or conducting accountability inspections. SPECIAL NOTES: Candidates must be agreeable to working extended hours. On-call duties may also be required. Assistant Detention Center Superintendent II may be required to perform shift work, due to 24 hours facility operations, depending on position location. Candidates may be required to work overtime with little or no notice and may be required to flex out or alter their work schedules. All prospective candidates will be subject to a sex offender check, criminal background checks (state, local, and national) and pre-employment drug screening for direct care positions. DJJ participates in E-Verify (Employment Eligibility). A valid driver’s license is required. If initially hired with an out-of-state license, the Florida resident must obtain a valid Florida state driver’s license within 30 days of hire. Licenses suspended or revoked for any reason, work permits (Business purpose/Employment/education only licenses) and some types of restricted licenses are not acceptable. Licenses that have Corrective Lenses Restriction are acceptable, provided the driver wears corrective lenses while operating the vehicle. Positions that include the transportation of youth while performing any work or work-related functions on behalf of DJJ, require: (1) a valid driver’s license; and (2) a three-year acceptable driving record as defined in FDJJ Policy 1920. Successful candidate must be certified in accordance with the Department direct care training policy and must obtain such certification within 180 days of employment. For those candidates who are not currently in the state system as a direct-care worker for DJJ at the time of application, the top-ranking candidate(s) after the interview phase will be required to take and pass an Ergometric's IMPACT Assessment and Training Test in order to be considered for the direct-care employment opportunity. This test will be used to measure the candidate's overall suitability for working with juvenile justice involved youth. Test results will be used for a period of six months after initial testing for candidates who reapply during that period for another position for which testing is required. 985.66 Florida Statute Requirement Be at least 19 years of age. Be a high school graduate or its equivalent as determined by the department. Not have been convicted of any felony or a misdemeanor involving perjury or false statement or have received a dishonorable discharge from any of the Armed Forces of the United States. Any person, who after September 30, 1999, pleads guilty or no lo contendere to or is found guilty of any felony or a misdemeanor involving perjury or false statement is not eligible for employment, notwithstanding suspension of sentence or withholding of adjudication. Notwithstanding this subparagraph, any person who plead no lo contendere to a misdemeanor involving a false statement before October 1, 1999, and who has had such record of that plea sealed or expunged is not ineligible for employment for that reason. Abide by all provisions of s. 985.644 (1), regarding fingerprinting and background investigations and other screening requirements for personnel. Execute and submit to the Department an affidavit-of-application form, adopted by the Department, attesting to his or her compliance with subparagraphs 1-4. The affidavit must be executed under oath and constitutes an official statement under s. 837.06. The affidavit must include conspicuous language that the intentional false execution of the affidavit constitutes a misdemeanor of the second degree. The Department shall retain the affidavit.
