Position: Assistant Program Director-YA The Assistant Program Director assists the Program Director and oversees clinical and administrative aspects of treatment. A dministrative responsibilities for the design, oversight and implementation of programs, policies, practices and procedures in accordance with all OASAS 822, Medicaid and State/County regulations for outpatient substance use disorder treatment. Works with the Program Director to develop and implement policies and procedures that encourage effective therapeutic intervention and increase client retention. Delegation and supervision of duties and oversight of direct service and documentation. Provides leadership in the absence of the Program Director. M-F 9-5. Job Scope Leadership and Program Management: + Supports the Program Director to ensure ongoing and accurate input of electronic data. + Provides management and oversight of ambulatory services in the absence of the Program Director. + Helps monitors quality of care through reviews of service delivery, census statistics and treatment outcomes. + Maintains contact with referral source agencies and represent the company in all off site meetings. + Responsible for oversight and management of assigned programs. + Provides updates of caseload lists and census statistics for all programs. + Coordinates with Program Director and other Outreach administrative staff on clinical, administrative and staffing issues. + Facilitates groups, individual counseling and crisis intervention, as needed. Compliance and Quality Assurance: + Reviews and ensures appropriate sign off of UR, treatment plans, treatment plan review and discharge related paperwork to insure compliance + Ensures appropriate utilization of staff in line with Company expectations, unit of service requirements, and client needs. + Ensures the implementation of Medicaid compliance plan, provide oversight of staff activity to prevent and or detect non compliance in conjunction with Program Director. + Exercises due diligence in the oversight of systems of accountability for data collection and billing in line with company compliance plan. + Assists the Program Director to monitor and oversee quality assurance and compliance with OASAS, OMIG and Company requirements. + Assists the Program Director in the monitoring and scheduling of program meetings specific to QI, UR, Case Conference, Internal Audit… etc. + Participates in leadership meetings, QA/QI committees/ audits to ensure effective problem solving Staff Management and Effectiveness: + Delegation and supervision of duties and oversight of direct service, documentation, caseload assignment, and staff utilization. + Ensures clinical supervision of staff and ensure facilitation of weekly case conference meetings. + Responsible for supervision of assigned staff to ensure program quality, appropriate clinical decisions and regulatory compliance .i.e. vocational counselor, program coordinator, day program, evening program DWI… etc. + Attends to clinical issues/problems that are beyond the scope of the primary counselors and coordinators. + Responsible for performance evaluation and professional development of assigned staff. + Oversees recruitment, hiring, orientation/training to include Medicaid compliance issues. + Oversees personnel by interviewing, hiring, performance evaluation, and staff development. + Ensures time cards, payroll and personnel procedures are followed. + Other tasks assigned as needed by the supervisor. Qualifications + Advanced degree required, LMSW, LCSW, LMHC or higher preferred + 3-5 years of experience working with Substance Use Disorders + Clinical supervisory experience in an OASAS funded facility + Commitment to quality programs and data-driven program evaluation + Excellent organizational management skills with the ability to coach staff, manage, and develop high-performance clinicians, set and achieve program objectives + Strong networking and public relations skill with the ability to engage a wide range of stakeholders, populations, and cultures + Action-oriented, adaptable, and innovative approach to program planning + Ability to work effectively in collaboration with diverse groups of people Position Status This is a full-time exempt position . Exempt employees are defined as employees who, based on duties performed and manner of compensation, shall be exempt from the Fair Labor Standards Act (FLSA) minimum wage and overtime provisions. Exempt employees are salaried and expected to work any hours above and beyond their regular schedule necessary to ensure completion of all tasks in a timely manner. M-F 9-5 Work Environment This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. Must have ability to travel among assigned sites as needed. There may be long periods of standing, sitting, and computer usage.
