Assistant Director of OSP Engineering
ESSENTIAL FUNCTIONS: The primary responsibilities of the Assistant Director of OSP Engineering will be to oversee the detailed engineering tasks of considerable technical difficulty that includes; analyzing, evaluating, designing, planning, labor and material job costing, and/or modifying a facet of telephone or telecommunications facilities in OSP design engineering. Act as a liaison between government agencies, third party administrators, and corporate management. This position is an exempt- salaried position. Understand telephone industry standards, local telecom practices/procedures and governmental rules and regulations. Manage and update the Disaster Recovery Plan associated with Dobson’s network and facilities. Manage all aspects of OSP engineering including: Field Engineering, Design Engineering, Permit Drawings/Submittals and Construction Drawings. RESPONSIBILITIES INCLUDE: Oversees all project and engineering resources associated with OSP Engineering. Selects, orients & trains staff members, and assigns responsibilities. Analyze complex engineering problems and assist with special projects and coordinates with the Director of OSP Engineering Collaborates with Director of OSP Engineering in the performance of other duties as required, which may transcend departmental boundaries to meet company and departmental goals. Establishes standards and policies for fiber optics, installation, modification, quality control, testing, operating procedure, inspection, and maintenance of equipment, according to engineering principles and safety regulations. Directs and coordinates daily fiber installations and troubleshooting including inside and outside areas. Prepares bid sheets and contracts for construction and facilities acquisition, including closeout documents. Utilizing Geographic information system (GIS), Circuit Vision (CV), Computer-Aided Design (CAD) to develop alternative designs. Establishes project objectives, analyzes the project proposal and collaborates with Senior Leadership. Determines feasibility of the projects; identifies and forecasts costs and requirements. Establishes project plan; determines time frame, funds and staffing; approves the project schedule. Develops planning and control methods and procedures. Establishes and achieves the project’s budget, schedules and approves expenditures, analyzes variances and initiates corrective actions. Approves engineering project specifications. Analyzes product design, customer requirements and performance standards and authorizes technical studies. Ensures that all permissions required for the execution of the work are available and valid. Controls project plan and approves design, specifications, plans and schedule changes. Prepares project status reports, collects, analyzes and summarizes information and trends. Manages third party service and maintenance agreements and performance. Maintaining OSP records. Reporting, written and oral required. JOB REQUIREMENTS: 5 years management experience in an Engineering environment Five years Design Engineering experience with demonstrated ability in large Scale FTTH Markets. A thorough understanding of FTTH/FTTP and BAU/MDU builds and how it relates to an Engineering department. A demonstrated understanding of business finances (budget preparation and monitoring) and general knowledge of business and Telecommunications principles. Demonstrated ability to communicate (verbal/written) effectively with customers, vendors and employees. Demonstrated ability to work in a cooperative and team oriented environment. According to Government Regulations all employees in this job classification must be a US Citizen or permanent resident of the United States EDUCATION: Bachelor’s Degree is a plus
