Assistant Program Area Manager for Weapons and Countermeasures

If so, then we're looking for someone like you to join our team. We are seeking an Assistant Program Area Manager for our Weapons and Countermeasures Program Area (AT4). In this role, you will serve as a key senior leader in the Theater Defense (TD) Mission Area (MA) in the Air and Missile Defense Sector. Within this MA, we seek to develop and deliver innovative and effective solutions to defend forward-deployed United States and allied forces and interests from the increasing scope and scale of adversary threats across the globe. Here, you will assist the Weapons and Countermeasures Program Area Manager in leading development and execution of strategy and oversight of the Program Area portfolio while serving as the Assistant Group Supervisor for staff including program managers, technical leaders, and administrative staff. As the Assistant Program Area Manager for our Weapons and Countermeasures Program Area… You will serve as a member of the TDMA leadership team and assist the Weapons and Countermeasures PAM in leading and managing the program area portfolio. Within the AT4 program area, we address existing and emerging warfighting capability gaps for our assorted launch platforms and missions, leveraging applied research and technology to enable necessary solutions, and developing and deploying system capabilities. We work collaboratively with our industry and government partners to rapidly develop practical solutions and field next generation solutions to our surface Navy, Marine Corps and Army sponsors to ensure maritime dominance in forward, contested environments. You will work closely with the PAM to ensure effective execution of program area responsibilities that include: Developing and communicating a program area vision that is bold and inspiring, examining and cultivating opportunities for innovation and prototyping within the program area. Fostering and maintaining long-term professional relationships with senior leadership of existing and emerging sponsors associated with the program area portfolio, including at the senior executive and general officer/flag officer levels in the Program Executive Office Integrated Warfare Systems (PEO IWS) and OPNAV. Defining and implementing strategies for maturing the Weapons and Countermeasures portfolio aligned with Sector and Mission Area strategic objectives including accelerating solutions to realize the vision of Integrated Air and Missile Defense and force-level operations that extend the reach of our surface forces operating and anti-access / area denial (A2/AD) environments. Maintaining overall cost, schedule, and performance accountability for all assigned programs while delivering quality products in a manner aligned with APL’s Quality Management System. Supporting strategic initiatives and tasking consistent with being a senior leader in the Sector, promoting teamwork among Program Managers, and integration of efforts with other AMDS Program Area Managers and other Laboratory Mission Areas. Partnering with Branch and Group Supervisors to set program priorities, appoint technical leaders, and ensure availability of needed technical competencies and expertise to meet current and future needs. Develop and mature resources needed to execute strategic plans. Implement strategies to enhance overall effectiveness of program resources including modeling and simulation, tools, and facilities. You will work closely with the PAM to ensure effective execution of assistant group supervisor responsibilities that include: Line supervisor responsibilities for assigned direct reports. Work with the PAM to address group staffing needs including interviewing and hiring. Staff development, committing time and resources necessary to enable the growth and development of program, technical and administrative staff assigned to your group through mentoring and performance coaching. Plan and execute resources needed for the AT4 Group (capital, overhead, and PDF) to implement program area strategies. Qualifications You meet our minimum requirements for the job if you have… BS degree in engineering or related technical field and a minimum of ten years of relevant professional experience including technical leadership and at least three years of formal program management experience. Extensive knowledge and demonstrated success in leading complex technical programs associated with missile development and/or countermeasures, advanced Electronic Warfare techniques, including advanced air and missile defense sensors and tactical networks. Demonstrated success in working effectively with senior level program sponsors. Demonstrated ability to remain constructive and flexible with staff and sponsors to develop and execute actionable plans in a dynamic, fast-paced environment. Hold an active Top Secret security clearance and ability to obtain and maintain a SCI clearance. If selected, you will be subject to a government security clearance investigation and must meet the requirements for access to classified information. Eligibility requirements include U.S. citizenship. You’ll go above and beyond our minimum requirements if you have… Have advanced technical and/or management degree(s). Demonstrated experience working with PEO IWS and OPNAV. Supervisory experience at the assistant group level or higher at APL. Demonstrated experience working with RF and/or Directed Energy system development programs, prototyping within programs of record, conducting analysis and studies supporting operational capabilities, system design, development, integration and testing, and deployment. Access to at least one highly classified program and experience managing programs in special security environments. The referenced pay range is based on JHU APL’s good faith belief at the time of posting. Actual compensation may vary based on factors such as geographic location, work experience, market conditions, education/training and skill level with consideration for internal parity. For salaried employees scheduled to work less than 40 hours per week, annual salary will be prorated based on the number of hours worked. APL may offer bonuses or other forms of compensation per internal policy and/or contractual designation. Additional compensation may be provided in the form of a sign-on bonus, relocation benefits, locality allowance or discretionary payments for exceptional performance.
