With a 1:3 staff to student ratio, the emphasis at STARR is to identify and treat safety/risk factors, barrier behaviors, factors that precipitated placement, and facilitate reintegration of the youth to the family or next appropriate placement in the shortest time period possible, usually within a matter of days.
