ASSISTANT PROJECT MANAGER - Total Facilities Manager

JOB SUMMARY

This is a great opportunity to become a motivational and supportive leader within Melwood.  We are seeking an individual with passion for the industry and the drive to support Melwood’s mission.  As an Assistant Project Manager, you will seek to strengthen our relationships at the site level with our clients and tenants.  Candidate is preferred to have five (5) years of supervisory experience with 50 or more employees. Extensive experience as craftsman/tradesman in construction or facilities engineering; or, design construction experience in engineering; or construction/facility related experience in business. Proven record of success in contracting, logistics, talent development, team building, and strategic planning. A record of accomplishment in directing all aspects of facility operations, budgeting, equipment maintenance, preparation and negotiation of detailed cost proposals and possess strong oral and written communication skills. Must have or the ability to obtain a government security clearance. Must be able to work varied hours including evening and weekend in order to meet project deadlines.

POSITION DESCRIPTION

In conjunction with the Project Manager, provides technical oversight and coordination of assigned projects; through project coordination meetings and other means, monitors progress against project schedules and budgets; recommends allocation of resources as required to accomplish goals. Will be designated to serve as the acting Project Manager in the absence of the Project Manager. Directly supervised maintenance personnel and Office Assistant. Preparing and discussing performance evaluation for all assigned staff. Approving requests for vacation and sick leave when appropriate. Making recommendation relating to work assignments, disciplinary matters and other personnel actions. Provide oversight on the maintenance and repair of all installation facilities, roads and other surfaced and unsurfaced areas. Conduct studies of environmental conditions to identify engineering problems and assess the potential impact of projects. Maintains contact and positive communication with the COTR and tenant representatives to ensure work is being performed per contract specifications and to keep them informed of any special problems and/or schedule changes. Submit notes to Contract Services on meeting with personnel within two (2) working days of the meeting. Serves as the second point of contact to Contract Managers, government officials and/or tenant representatives. Responsible for maintaining daily contact and positive communications and ensures customer satisfaction with all work performed under the contract. In addition, discusses any and all changes with the Project Manager (additions and/or subtractions) to the existing contract as they may become necessary. Oversees assigned shifts and prepares timely reports to the Project Manager and Vice President, Facility Management Services. Reviews supply and equipment requests to ensure efficient use of resources in accordance with fiscal guidelines for the contract site. Arranges for, in coordination with the Purchasing Agent, equipment maintenance needs. Works closely with the Project Manager and Vice President, Facility Services Management in the preparation of yearly budgets, department goals, and contract pricing renewal packages to include preparing contract labor hour requirements and changes, developing supply and equipment requirements/changes and other data required for contract pricing. Performs other duties as assigned by the Project Manager.

SUPERVISION EXERCISED

The Assistant Project Manager supervises the Grounds Maintenance Manager, Building Maintenance Staff, Custodial Site Supervisor/Foreman and Facilities Management (Subcontractor).

SUPERVISION RECEIVED

The incumbent is supervised by the Project Manager or the Vice President of Facilities Management Services.

QUALIFICATIONS:

Must be able to effectively communicate with government representatives, management team, staff, etc. Seeing, depth perception, and ability to identify and distinguish colors are required in order to inspect work and to carry out duties. Must be able to stand 50% of the work time and sit 50%, must be able to lift/carry 30 pounds and push/pull 30 pounds. These requirements are necessary in order to inspect work areas, and carry out administrative duties. He/she must be able to climb, stoop, kneel
and reach in order to climb stairs; must be able to hear and speak in order to communicate with supervisors, staff, etc. Good vision and depth perception are required in order to properly inspect work areas and to drive.
