Employee ensures that water quantity and, under the direction of the Supply Division, water quality standards are met as well as adherence to department and division policies and procedures; assists in establishing schedules and methods for providing divisional services, such as supplying water, optimizing water operation processes, and cost optimization studies; makes recommendations for short and long term capital improvement projects ranging from simple facility upgrades to entirely new facilities; performs engineering reviews and makes revisions of water supply processes and capital improvements; and assists in preparing and administering the division budget, including submission of budget recommendations and monitoring of expenditures. Perform related duties as required. Minimum Qualifications (KSAs) (Illustrative only. Any one position may not require all of the listed KSAs nor do the listed examples include all the KSAs which may be required.) Knowledge of: Surface and Groundwater Water treatment operations; plant facility operations; development of or enhancements to water treatment plants, including Granular Activated Carbon and UV Disinfection. Hydraulics of the water treatment and distribution system (storage, electric demands, water age, etc.) including the use of water pumping practices in multiple pressure zones. Pertinent federal, state, and local laws, codes, and regulations related to water supply and treatment. Public health issues in water treatment practices. Cost estimation and projection of capital improvement needs. Personnel and supervision principles of selection, performance evaluation, training, motivation. Engineering principles and practices applied to the water industry. Cincinnati Water Works distribution system as it applies to the supply of water. Appropriate computer applications: word processing, spreadsheets, graphic presentations, etc. Basic public speaking, public relations, and media relations. City procurement procedures, budget requirements, etc. Principles and practices of municipal budget preparation and administration. OSHA standards for general industry as well as water treatment/supply. City, department and division policies and procedures, labor/management agreement, memoranda of understanding, and administrative regulations. Techniques and processes for developing and monitoring the division operating and CIP budget. Skill to: Operate appropriate computer equipment; use properly all related hardware and software. Operate assigned vehicle in the course of duty; i.e., to Water Works facilities for inspection of equipment and systems from an operations standpoint. Ability to: Implement and maintain positive employee relations. Promote and maintain highest integrity throughout all personnel. Analyze and manage effective EEO/AA programs. Required Education and Experience Open: Each applicant must have a Bachelor's Degree from an accredited college or university in Biology, Chemistry, Engineering, or a related field. In addition, each applicant must possess a minimum of five (5) years of experience in water treatment, including three (3) years of experience in a management or supervisory capacity at a water treatment facility. Promotional: Each applicant must have three years experience as a Treatment Supervisor with the City of Cincinnati Water Works Department OR Five years experience as a Senior Plant Supervisor with the City of Cincinnati Water Works Department. Other Requirements: Must have a valid Ohio Driver's License. Must be an excellent communicator and team builder. Must have a Class III or higher Water Supply Professional Operator Certification. Must be willing to work irregular hours. Military & Experience Evaluation: Military education and experience may be substituted for college level course work at the lower and upper division baccalaureate and graduate levels and apprenticeship training at the vocational certificate level on a case by case basis based on the American Council on Education (ACE) Military Guide recommendations Working and Physical Conditions Environmental Conditions:Office environment and treatment plant environment; requires working with water and chemicals related to water treatment processes; movement on slippery surfaces and the minimal use of chemicals; automobile travel within the City required. Retirement Plan The City provides a defined benefit pension plan for part-time and full-timeemployees.
