The Assistant Vice President (AVP) facilitates person-centered planning, ensures the availability of resources and quality of programs. The A VP continually monitors and improves the quality of programs for the persons served within the assigned geographic region or area. The A VP must also keep a pulse on the regulatory, political, and competitive climate within the community and region in order to keep The New York Foundling in compliance and well positioned for growth. Finally, the AVP is responsible for the day-to-day operations, including human resource management as well as operating and capital budgets for the areas under his or her supervision.

Position Description:
Under the supervision of the assigned Vice President (VP) or covering VP level, or SVP:
Facilitating organizational direction in all planning and implementation of assigned services area.
Ensuring the availability of resources, services and programs required by persons served within the assigned geographic/area region while balancing the reality of fiscal constraints. These include but are not limited to adequate and competent staff, service coordination, vocational opportunities, and day programs.
When necessary, negotiating contracts with outside vendors to provide services not offered by The New York Foundling.
Ensuring compliance with all regulatory agents and contracts.
Monitoring and continually improving the quality of the services and programs with specific attention to customer satisfaction (individuals, families/guardians, and payers) and clinical and life-choice outcomes for assigned area.
Coordinating with colleagues and team members to determine appropriate audit tools and feedback systems to facilitate continuous quality improvement, optimal individual outcomes, and best practices. Presenting the analysis and areas for improvement to specific groups as directed.
Ensuring data collection, compliance and distribution, balancing the need for quality measures that are funded versus desire for best practice.
Organizational expectations include:
Regular and punctual time and attendance, and adherence to The Foundling’s and your department’s specific time and attendance policies and protocol.
Consistent demonstrated commitment to The Foundling’s BHAG, mission, vision and values (Compassion, Dignity, Family and Community, Diversity, Excellence).
Adherence to The Foundling’s employee policies, Code of Conduct and applicable rules, laws, regulations or bargaining agreements.
Appropriate engagement with support departments to ensure appropriate and timely hiring, performance management, investigation, discipline, suspension, and restructuring decisions concerning direct reports. Regular supervision and performance evaluation of direct reports.
Any other duties and/or tasks that may be assigned.
The A VP serves as the in-house expert for regulatory, political, and competitive issues affecting the geographic region. He/she represents The New York Foundling to the local decision-makers, referral sources, and other stakeholders in order to promote and maintain constructive working relationships.
The A VP analyzes the cost/benefit of growth opportunities within the assigned geographic/area region and presents business plans with recommendations to Senior VP of DD Services for approval. He/she develops, coordinates and implements assigned projects as directed. He/she also participates in the strategic planning process with Foundling leadership to determine areas of growth and expansion for assigned areas.
The AVP develops and administers operating and capital budgets for assigned region/area and continuously monitors for fiscal responsibility. The A VP coordinates efforts with accounting and decision support staff to achieve fiscal targets and executes corrective actions as needed. He/she closely monitors budgets against actual each month and trains management team to monitor and implement necessary changes promptly.
The AVP hires and supervises managers and staff, articulating expectations for performance and behavior.
He/she facilitates a team of direct reports and support personnel that collaborates effectively to meet operating and strategic plans for the region/area. The A VP regularly evaluates job performance providing on going constructive feedback and provides supplemental performance appraisals for other staff as requested by the immediate supervisor.
The AVP identifies staff development needs and works with staff development function and internal experts to design training modules that ensure that staff and management have knowledge and skills necessary to execute their jobs, promote job satisfaction and staff retention. The A VP may act as trainer or facilitator.
The AVP establishes and ensures implementation of policies and procedures consistent with The New York Foundling's mission, all applicable federal and state regulations, all corporate policies including safety and ethics, and all accreditation standards. He/she coordinates with other directors as necessary.
The A VP develops positive working relationships with third party payers, regulatory agencies and others in order to identify and resolve problems expediently, to ensure continued referrals, and to make The New York Foundling the provider of choice for the region/area. He/she actively participates in provider meetings and networks with external colleagues to identify potential partnership and learning opportunities.
Salary: $94,250-$102,000/year

Qualifications Must have 5 years of progressive supervisory and experience and 2 years of management experience. Strong leadership, communication, interpersonal, and negotiation skills with demonstrated success are required. Must have demonstrated commitment to customer satisfaction, team process, data-based management, and improvement through change. Computer literacy, continuous quality improvement, and financial management experience are preferred.
