**Position Summary:**
Reports to the warden at Gregory S. Coleman Correctional Facility in Lockhart, TX. Directly supervises the major, chief of classification, mailroom supervisor, laundry manager, food service manager, maintenance supervisor, training manager, grievance coordinator, risk manager, counsel substitute, and chaplain. Responsible for overall management of security, programs, classification, food service, mailroom, maintenance, disciplinary and laundry functions in compliance with Management & Training Corporation (MTC) and Texas Department of Criminal Justice (TDCJ) directives.
**Essential Functions:**
+ Plan, coordinate and direct the total administrative and programmatic activities.
+ Provide staff training, evaluates staff performance, and implements organizational and personnel changes as approved by the warden and coordinated with the human resources manager prior to implementation.
+ Develop departmental budgets; monitor and control expenditures; review and recommend changes to budget authorizations.
+ Develop and implement new and revised policies and procedures affecting security, classification, food service, mailroom, laundry, count room, training, religious services, and programs; coordinate withother departments to ensure compliance with overall facility objectives.
+ Assist in the development, implementation, and revision of policies and procedures and ensure each is reviewed annually.
+ Oversee education and training of staff and offenders related to policies and procedures.
+ Provide guidance and support to staff and offenders to ensure compliance with procedures, policies, and practices.
+ Review shift assignments to ensure all shifts are adequately staffed to meet facility requirements and post orders; provide oversite to address staffing shortages and post vacancies.
+ Oversee preparation of reports on offenders for classifications committee and permanent record of offenders showing progress and estimating rehabilitative prospects.
+ Monitor staff selection process of potential employees to ensure adherence to all applicable laws, MTC and state regulations, and select qualified applicants to fill vacancies as needed.
+ Oversee the laundry activities including cleaning, repair, replacement, and issuance to offenders.
+ Oversee the administration of on-site training, including pre-service and in-service to ensure contract compliance.
+ Monitor the offender grievance process and ensure compliance with recommended response time frames.
+ Provide oversite of the food service department to ensure meal preparation and dietary plans are in compliance with approved menus and special dietary needs.
+ Oversee the maintenance department for preventative maintenance and continued upkeep of facility grounds and buildings.
+ Monitor risk management activities to provide safe and secure facility.
+ Provide oversight of mailroom activities.
+ Promote the development of positive social skills through modeling appropriate behaviors and intervening when inappropriate behaviors are observed; provide regular feedback to staff regarding social skills procedures and intervention techniques.
+ Maintain accountability of staff, offenders, and property; adhere to safety practices.
+ It is expected that the incumbent shall perform other duties as assigned within his/her capabilities as determined by management.
**Education and Experience Requirements:**
+ Thirty (30) semester hours from a college or university accredited by an organization recognized by the Council for Higher Education Accreditation (CHEA) or by the United States Department of Education (USDE).
+ Each additional thirty (30) semester hours from an accredited college or university may be substituted for one (1) year of the required non-supervisory experience on a year-for-year basis with a maximum substitution of two (2) years.
+ A bachelor’s degree in criminal justice or a related field from an accredited college or university may be substituted for three (3) years of the required non-supervisory experience.
+ Nine (9) years full-time, wage earning adult correctional custody or adult criminal justice program administration experience to include five (5) years in the supervision of employees.
+ A valid driver’s license in the state of Texas with an acceptable driving record required, unless waived by management.
