The Blind and Low Vision Services Assistive Technology work unit exists to assist individuals whose primary disability is blindness and/or severe vision impairment in attaining a level of functioning that will enable them to enter, reenter, or maintain employment and/or enhance skills necessary for living independently. Position Purpose This position is the first line supervisor of the Assistive Technology Training unit supervising Training Specialists IV, III’s, and II’s. This position exists to ensure the quality and quantity of rehabilitation services by assignment of duties and responsibility of rehabilitation staff within the assistive technology work unit. In collaboration with Manager of Blind and Low Vision Services and DVR finance unit, this Position is responsible for planning and monitoring of budget ensuring compliance with state and federal regulations as they apply to rehabilitation service provision; developing cooperative agreements with local community agencies; mediate appeals and grievances; project the long-range needs for the Blind and Low Vision community throughout the state and making recommendations for program development. Position Duties Supervisor Duties include: + Serve as first-line supervisor to recommend and/or make decisions regarding interviewing, hiring, disciplining, promoting, and rewarding employees. + Ensure all employees have a performance plan (EQEP) in place within 30 days of starting in a position, setting performance objectives and standards. Ensure that performance objectives and goals align with duties on the position description for each employee. Communicate regularly with employees to discuss, praise, and/or address work performance, workload, productivity, work quality, and to address any employee concerns. Conduct all interim reviews, final evaluations, and annual performance plans in a timely manner. + Approve or deny leave requests and approve timekeeping information. Monitor and prioritize workflow, taking responsibility for the work unit’s performance outcomes. + Ensure employees have the tools and training necessary to perform their jobs. Communicate department goals and expectations. Mentor, coach, and develop employees and oneself for the continuous improvement of the unit and department. This includes training and monitoring of new staff and cross training of existing staff. + Create and implement quality assurance review process to ensure training services meet the highest standards and remain relevant and up to date in the rapidly changing field of technology. + Facilitate and/or support staff meetings to exchange ideas and information, and to answer questions regarding training and procedures. Review and revise unit procedures with input from all staff. + Provide/ensure work unit coverage as needed and provide feedback to manager on workload issues. Ensure that all positions in unit have a current and signed position description. + Position must keep well informed about national trends in technology, employment needs, federal law changes, medical treatments and certifications to ensure program services are the best quality and use current best practices. Blind and Low Vision Services Curriculum Management Duties include: + Plans, develops and executes specific work plans to accomplish objectives by assigning and delegating work to maximize unit production and efficiency. + Participates in task force and committee activities to improve service delivery, policy and/or procedure by making recommendations and advising BLVS manager and administration of needed changes. + Processes referrals from vocational rehabilitation counselors statewide; conducting tours, arranging assessments, scheduling training classes, scheduling progress staffing, monitoring training progress and ensuring that instructors accurately document needs, progress and outcomes. Review and approve training curriculum. Ensure that staff implement training curriculum as intended and designed. Provides consultation and coaching as needed to assist staff with challenging issues or complex needs. + Monitors staff activities and training progress of persons we serve through case review; analyzes information in case files frequently to confirm compliance with state and federal regulations. Completes quality assurance reviews using Rehabilitation Services Policy and Procedure Manual to ensure that quality service is being provided, and to guide and instruct staff. Must be expert in the rules and regulations of many programs with whom we work closely. Examples are financial aid, job training, county social services, Social Security and colleges and universities. + A high level of knowledge is required in areas of medical aspects and functional limitations imposed by all disabilities with particular focus on causes of blindness and vision impairment. Determines and specifies required program and related staff performance objectives; negotiates individual goals as indicated; appraises program and staff performance leading and contributing to goal attainment. Identifies need for training and develops and implements training programs for staff by either directly instructing or by procuring outside training when appropriate. Partner and Stakeholder Relationships Duties include: + Gathers, develops and disseminates information by written and oral format to guide co-workers and staff; to inform and advise the community regarding changes in policy and procedures and to recommend program changes and/or improvements to BLVS manager and DVR administration. Interacts with community agencies by collaborating on mutual program goals. + Promotes disability awareness through presentations to members of the community, encouraging hiring of persons with disabilities, adherence to the Americans with Disabilities Act and other disability advocacy issues. + Writes and monitors cooperative agreements with local agencies to ensure maximum utilization and minimum duplication of resources; develops and monitors new and existing referral sources. + Serves on community boards and advisory groups and makes oral presentations to community agencies to promote Rehabilitation Services and advocate for persons with disabilities. + Collaborates with DVR's policy and finance Unit to develop cooperative agreements with public and private agencies to meet common goals and specific programmatic requirements including negotiation of services and fees for services. + May attend Regional/national agency conferences that are topic specific to service delivery, disability expertise, assistive technology and pre-employment strategies and participate in multiple agency planning initiatives. Requires social acumen and thoughtful ability to communicate + to subordinate staff and community partners to convey and develop an understanding in changes to federal law + and regulations and resulting changes in agency policy and procedures which impact service delivery processes + and conflict with professional philosophy and partner expectations. Fiscal Accountability Duties include: + Works together with BLVS manager and unit supervisors to analyze program cost, spending trends, future equipment needs; formulates and presents budget and resource requests based on review and synthesis of historical data; predicts trends and emerging issues; allocates, monitors and adjusts budgets to assure maximum resource utilization. + Completes reviews and evaluations to assure compliance with Federal/State policy and procedure and evaluates quality of service delivery by staff. + Researches blindness and vision impairment advocacy programs and services nationally to identify sources of co-funding, grant opportunities and resource sharing to maximize services, staff training and training tools/equipment. + In collaboration with DVR finance unit, applies for grant funding through programs such as American Printing House for the Blind.
