As a Code Enforcement Officer, you will play an important role in working to ensure that our community is a safe, healthy, and enjoyable place to live, work, and play. Hiring Range: $54,000.00 - $59,000.00 annually (salary to be commensurate with qualifications) This position has an anticipated work schedule of Monday – Thursday, 7:00am – 5:30pm, subject to change. Under FLSA guidelines, this position is non-exempt. Performs duties related to the zoning enforcement of the El Paso County Land Development Code (LDC). Performs duties related to enforcement of County rubbish, weed, and unsafe building ordinances. Interacts extensively with the complaining parties and alleged violators. Monitors conditions of compliance for zoning, variance of use, and special use requests and approvals, as well as administrative approvals; prepares reports as appropriate. This position is part of the Code Enforcement Officer career progression series, which includes Associate Code Enforcement Officer, Code Enforcement Officer, and Senior Code Enforcement Officer. An employee is eligible to advance to the next position within the series when the employee has met the criteria for advancement as notated within the job description and has received a recommendation from the Hiring Authority. Essential Duties/Responsibilities + Follows up on incoming calls and complaints concerning alleged violations of the LDC, rubbish, weed and brush, and unsafe building ordinances. + Interacts extensively with complaining parties and alleged violators; acts in a courteous and professional manner with frequently upset callers, complaining parties, and alleged violators. + Inspects sites and properties where alleged code and ordinance violations are found or reported. May review site plans. + Works closely with Planning staff to understand development applications, how site plans are read, and joins Planners on site visits. + Prepares reports evidencing violations, routes reports appropriately, and initiates issuance of violation notices to alleged violators. + Develops compliance schedule for alleged violators. + Prepares and sends letters and notices to residents regarding violations. + Presents testimony before the District Court regarding zoning and ordinance enforcement and compliance activities. + Posts hearing and violation notices on properties. + Develops effective working relationships and acts as liaison to various governmental and private agencies. + Participates with assigned project team to meet project schedules, completing all necessary tasks in a timely manner and by the established deadlines as requested. + Supports Planners in processing applications to rectify violations as requested. + Provides assistance to Planning and Community Development (PCD) staff, including administrative support and assistance with field inspections. + Performs other duties as required. Supervision Exercised:This classification does not have supervisory authority; however, may be required to provide expertise or limited guidance or direction to employees, such as overseeing work quality, training, and guidance. Typically serves as a subject matter expert on the scope of functional area. Supervision Received:Receives general supervision. This classification typically performs job duties by following established standard operating procedures and/or policies. Regular direction, guidance, and coaching from supervisor may be expected. There is a choice of the appropriate procedure or policy to apply to duties. Performance reviewed periodically. Qualifications Knowledge, Skills & Abilities + Knowledge of Federal, State, and Local ordinances, codes, and regulations. + Ability to resolve conflict and provide de-escalation techniques in a variety of ways with customers. + Ability to analyze, interpret, and explain technical plans and procedures, zoning regulations, Federal, State, and local regulations, and applicable laws, codes, and regulations. + Ability to analyze maps, construction drawings, blueprints, aerial photos, and other topographical data. + Ability to communicate effectively both verbally and in writing; ability to deliver presentations and testimony and prepare clear and concise reports, letters, and other documentation. + Ability to work effectively with co-workers, other County personnel, other agencies, and the public. Ability to provide excellent customer service. + Ability to maintain professional and courteous relationship with the public and with sometimes hostile and uncooperative persons. + Proficiency with Microsoft Office to include Word, Excel, and Outlook. + Ability to use standard office equipment, including telephone, computer, Microsoft Office applications, fax machine, and copier. + Ability to complete the Code Enforcement Matrix. + Maintain regular and punctual attendance. Required Education & Experience + High school diploma or equivalent education. + One year of planning or code enforcement experience related to local land use, zoning, or ordinance regulations. + Associate’s degree or higher in a related field may substitute for the required experience. Preferred Education & Experience + College coursework in planning, public affairs, social work, criminal justice, or related field. Licenses/Certificates + Must possess and maintain a valid driver's license. + Colorado Association of Code Enforcement Officials (CACEO) Basic Certification preferred. Pre-Employment Requirements + Must pass conditional post offer background investigation, motor vehicle record check, and drug screen. Work Conditions Duties are performed in both an office and outdoor environment. Hybrid remote work environment dependent upon Department discretion and business needs. Position requires standing, walking, hiking, and driving for extended periods of time; must be able to navigate uneven terrain and steep slopes. Position requires frequent travel within incorporated and unincorporated El Paso County. Occasional bending, lifting, and carrying of items. May be exposed to adverse weather conditions and hazardous materials and situations, including close proximity to moving vehicles and traffic. Some degree of hazard to personal safety with exposure to contagious diseases and persons in stressful situations. Will be required to work evenings and weekends as business needs dictate.
