The Board of Regents is established in the Louisiana Constitution as the state’s coordinating board for higher education, working with four management boards, 32 public degree-granting institutions, and four special-purpose institutions. The BoR sets statewide policy related to higher education; advocates for higher education systems and institutions; distributes state-provided funding in accordance with legislative actions; and administers granting programs related to the advancement of the missions of postsecondary education systems and institutions. The Board of Regents contains three programs which include the Board of Regents, the Louisiana Office of Student Financial Assistance (LOSFA), and the Louisiana Universities Marine Consortium (LUMCON).
POSITION OVERVIEW:
The Associate Commissioner for Academic Affairs and Innovation is a high-level administrative position that involves comprehensive responsibilities in academic affairs, including the assessment of undergraduate and graduate-level curricula, coordination with state and institutional entities, and maintenance of statewide academic policies and procedures. Reporting directly to the Deputy Commissioner, this position oversees the academic and policy team in the unit. The role also assists the Deputy Commissioner in continuing to modernize the approach to policy and regulative operations, expanding the participation of the state’s universities and colleges in evidence-based student success practices, and broadening completion strategies to increase students graduating with credentials of value, close historic achievement gaps and improve the alignment between Louisiana higher education and industry.
MINIMUM QUALIFICATIONS:
+ Graduate degree in higher education administration or a related field.
+ 5 years of experience in academic affairs administration at the state or college/university level.
+ 2 years supervisory experience.
PREFERRED QUALIFICATIONS:
+ Doctorate degree in higher education administration or a related field.
+ 10 years of experience in academic affairs administration at the state or college/university level.
+ Significant experience in higher education administration involving academic affairs, student success strategies, curriculum development, strategic planning, policy development, budget management, program assessment and a thorough understanding of academic standards and regulatory requirements.
SKILLS & ABILITIES:
+ Exemplary communications skills, both oral and written;
+ Demonstrated ability to work both collaboratively and independently with minimum supervision;
+ Proficiency in utilizing labor market data; web search, database, and word processing programs;
+ Ability to utilize data to inform policy decisions; and
+ Excellent organizational and administrative skills.
ESSENTIAL DUTIES & RESPONSIBILITIES:
Essential and other important duties and responsibilities may include, but are not limited to the following:
+ Assist the Deputy Commissioner in coordinating the Academic Affairs team on policy, process, and department initiative development and implementation;
+ Assist the Deputy Commissioner in transforming policy and regulative operations and leading the state’s universities and colleges in adopting evidence-based student success practices;
+ Coordinate the ongoing assessment of undergraduate and graduate level academic and technical degree programs, including strategic academic planning, using labor market data to assure alignment with state needs, identifying and managing the external review, including monitoring of the program review process, evaluation of external reports and institutional responses to such reports;
+ Coordinate the production and delivery of the Academic & Student Affairs Committee Board documents, including drafting reports, executive summaries, agendas and documentation, drafting/reviewing presentation slides;
+ Coordinate the production of reports and documents required by legislation or agencies;
+ Assists the Deputy Commissioner in coordinating with Regents Finance Division in the creation of the division budget, and with System finance staff budgetary responsibilities related to Academic Affairs initiatives;
+ Provide assistance on issues and policies related to academic and student affairs to external parties, including students, faculty, leadership, and the general public;
+ Assist in the administration of state laws and regulations relative to postsecondary, academic degree-granting institutions;
+ Oversee the statewide academic program monitoring and tracking system, ensuring institutional compliance with Board of Regents' academic policies;
+ Serve as the State Coordinator for the Master Course Articulation Matrix and the Universal Transfer Pathways, oversee the work of statewide Chief Articulation Officers, and coordinate the maintenance of the matrix online;
+ Act as a policy liaison for Louisiana Workforce Commission, Louisiana Economic Development, and Louisiana Department of Education; and
+ Represent the Deputy Commissioner and the Board of Regents making public presentations at board meetings, institutional or faculty groups when necessary.
