POSITION OVERVIEW
The pipeline Associate Gas Controller / Gas Controller is responsible for safely operating and monitoring Cheniere gas transmission pipeline systems via the pipeline Supervisory Control and Data Acquisition (SCADA) system while ensuring that nominated volumes are transported in accordance with transportation agreements on a 24/7 basis. Serves as the main contact for all interconnecting third party operational entities and is the liaison between upstream and downstream interconnecting parties. Is responsible for recognizing and reacting to abnormal operations on the pipeline system and is responsible for initiating response to maintain safe operations.
RESPONSIBILITIES AND ESSENTIAL DUTIES
Under the direction of the Gas Operations Supervisor, the Associate Gas Controller / Gas Controller is responsible for the following:
Continuously monitoring and controlling the pipeline to maintain safe operations. Receiving confirmed customer nominations reports, reviewing these nominations, and ensuring receipt/delivery of nominated volumes Communicating with interconnecting control centers to ensure that deliveries and receipts are accomplished and to manage emergent issues. Recognizing and reacting to Abnormal Operating Conditions and dispatching field operations personnel to respond when necessary. Communicating deviations from plan and operational problems to commercial operations personnel Receiving calls on the pipeline emergency phone number and responding to pipeline emergencies Keeping track of imbalances between the pipeline and interconnecting parties Reviewing proposed changes to the pipeline system and recommending adjustments to pipeline operations. Self-monitoring for fatigue and taking countermeasures. Monitoring/recording hours worked and staying with in limitations. Maintaining pipeline physical security by monitoring surveillance systems and maintaining cyber security by monitoring the SCADA system Performing shift change meetings. Maintaining qualifications and training Maintaining the pipeline logbook
KNOWLEDGE AND SKILLS
The Associate Gas Controller / Gas Controller requires knowledge of natural gas transportation including pipeline hydraulic behavior, compressor operation, linepack management, SCADA system operation via personal computer, and managing system receipts and deliveries to balance customer service and maintenance without compromising safety.
Skills:
Requires the ability to communicate with internal and/or external customers on matters of a complex nature. Clear communication skills will be required to communicate operating plans to operators/gas controllers and operational constraints to customer service personnel. The ability and willingness to work rotating (day/night) twelve-hour shifts.
EDUCATION, EXPERIENCE
Education: High school diploma or equivalent is required; formal education in related technical or engineering discipline desired. An equivalent combination of education and experience will be considered. Experience: Experience which demonstrates the ability to monitor and safely control systems not in immediate proximity through a computerized control system. FREEDOM TO ACT
The on-duty Associate Gas Controller / Gas Controller has primary responsibility for operating the system safely and in compliance with all operating procedures and pipeline safety regulations. Authorized to take actions necessary to ensure safe operation of the pipeline system and transportation of nominated gas volumes. Fully authorized and requires no further approval to adjust flow rates at delivery and receipt meter stations as needed, communicate with third party Gas Control centers, communicate with and call out pipeline field technicians, activate the emergency response plan, and shut system valves as needed to respond to normal and abnormal operating conditions.
WORK CONDITIONS
Associate Gas Controller / Gas Controller is required to be available for stand-by duty on weekends and after hours. The Associate Gas Controller / Gas Controller is expected to work 12-hour day/night shifts and self –monitor, report, and mitigate fatigue. While performing the duties of this job, the Associate Gas Controller / Gas Controller is often required to stand, walk, sit, climb stairs, talk, or hear, taste, smell, type and write. While performing normal duties of this job, the Associate Gas Controller / Gas Controller will work indoors. Specific Vision abilities required include close vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. The Associate Gas Controller / Gas Controller is subject to drug and alcohol testing, per applicable federal regulations. All responsibilities must be met in a rotating shift environment, including holidays, weekends and nights.
