Associate Director, Payments and Budgets Transformation

**General Description:**
The Associate Director of Payments and Budgets Transformation will be responsible for partnering with leaders across Clinical Business Operations (CBO) to optimize the value of our Investigator Payments Management portfolio. This new role, reporting to the Director of IPM, will oversee the site payments data strategy, drive end-to-end strategic projects related to site budget development enhancements, benchmarking analysis and assessment, and site payments operational efficiencies. The Associate Director of Payments Transformation will apply change management and design business process frameworks and approaches to enable new business capabilities that support BeiGene’s Sponsor of Choice Initiative for Investigator Site Payments. Areas of focus include serving as the technical lead for the Cost Per Patient (CPP) Library initiative, partnering with the BeiGene Estimate Support Team (BEST) for Investigator Grants, Site Budget Development Team, and Clinical Investigator Site Payments Team to implement automation for process optimization and efficiency, supporting the internalization of global site payments through enablement of systems including CTMS, payment platform, optimizing EDC mapping infrastructure, creating Power BI dashboards to report on status of IPM functional group metrics and invoice and payment status for each country, managing issues, risks and challenges relating to technical platforms and systems.
**Essential Functions of the job:**
This position will support strategic initiatives including working with Global Clinical Operations, CTMS, Global Technical Solutions (GTS), Data Science and Data Informatics (DSDI), Data Management, CBO Leadership, and other cross-functional departments to develop and maintain technical platform for CPP Library, Clinical Site Payments function, FMV analysis, industry and internal benchmarks, site budget development, site payment workflow and financial transparency. In addition, the Associate Director works as a liaison and partners with business stakeholders to elicit, analyze, communicate, and validate requirements for changes to IPM business processes that involve site payment vendors. This role is responsible for understanding and documenting business requirements for IPM data interface, leveraging the intelligence of site payment vendors and BeiGene internal technology.
Other responsibilities include translating business requirements into functional and non-functional specifications and verifying that solutions meet the requirements. The Associate Director will also collaborate with other project team members to determine alternative solutions and estimates for data, processes, interfaces, controls, and outputs to fit within IPM project timelines and budget.
**Responsibilities**
**Integration:**
+ Responsible for leading the integration, management, and alignment of all IPM data sources and systems.
+ Foster a strategic partnership with CBO LT and cross functional partners to deliver centralized data and technology tools which ensures that value is optimized.
+ Delivers a reporting and analytics system for IPM that provides comprehensive, tailored dashboards to key stakeholders and business partners as well as the ability to analyze/interrogate data to answer ad hoc questions.
+ Addresses ad hoc business questions by utilizing technology content expertise to analyze various data within IPM platforms.
**Optimization**
+ Deliver accurate innovative and timely insights including creation of dashboards and real-time reports providing transparency into IPM portfolio.
+ Identify and implement new technology and automation to optimize budget development, FMV analysis, and site payment delivery workflow and processes.
+ Serve as technical lead for IPM initiatives and projects related to clinical investigator site payments, budget development and PO creations and reporting and to ensure solutions are scalable.
**Automation**
+ Develop and implement best practices to retire manual processes by automating workflows and streamlining actions for execution.
+ Support strategic initiatives that address mission-critical questions and position BeiGene for future success.
+ Lead individual modules within complex, cross-functional initiatives, including driving the problem-solving process supporting CBO, and distilling pragmatic recommendations for management consideration.
**Modernization**
+ Monitor and analyze external market trends, competitive landscape, and emerging technologies (exploration and scouting) to ensure access to cutting edge site payment and clinical budget development technologies which are strategic to deliver on BeiGene pipeline.
+ Lead the creation of an innovation and technology roadmap for internalization of global site payments.
+ Foster a culture of open innovation by promoting cross-functional collaboration. Define and execute IPM strategy in collaboration with Investigator Contracts Management (ICM) to optimize business capabilities.
+ Develop and execute a comprehensive strategy that aligns with the long-term vision of IPM, as well as establish a sustainable site payment workflow platform to support BeiGene’s robust pipeline.

**Computer Skills:**
+ Advanced knowledge Microsoft Office - Word, Excel, Power Point and MS Outlook; Smartsheet, SharePoint, MS Teams, Power BI, Python, and JavaScript
**Qualifications:**
+ BA Required; MBA or equivalent Master’s-level education a bonus.
+ 5+ years of Prior pharmaceutical/Life Sciences experience preferred.
+ Prior experience in people leadership and team management.
+ Strong track record for innovation, transformation, and project management.
+ Prior experience with EDC, CTMS, and Contract Life Cycle Management Tool such as SAP Apttus or Agiloft.
+ Solid understanding of clinical operations and research; drug development.
+ Significant experience (8+ years) in strong project/program management and delivery, with PMI Project Management Certification qualification preferred.
+ Demonstrated history of leading or managing innovation / transformation / growth / simplification programs to deliver tangible and measurable value add and change.
+ Experience of managing and implementing approaches to grow the business & the ability to champion a growth mindset in the culture; highly accountable.
+ A high energy-level individual with experience of working in complex, fast-paced and sometime ambiguous environments and who can operate under pressure; be decisive, vocal, visible, and comfortable to hold others to account.
