Raytheon - Advance Products Solution (APS) is seeking an Associate Director, Program Manager - Development to lead a complex development program that will design, test, and deliver cutting edge technology within the Electro-Optical and Infrared Solutions (EOIRS) Sub-Strategic Business Unit (SSBU). The successful candidate will be responsible for delivering designs and software on time and within cost.

What You Will Do

Lead a diverse cross functional program team to execute Cost Plus development contracts operating in parallel with the respective production program for the product

Demonstrate program management techniques (full Profit & Loss responsibilities), working in a matrixed environment with active customer engagement

Lead and support follow on development and support proposals, contract negotiations, and new contract starts.

Manage a program with significant software content.

Cultivate daily workflow based upon contract and customer requirements.

Develop, manage, and own Program Estimate at Completions (EACs).

Actively manager Risks and Opportunities (R&O) in support of program performance.

Actively engage and lead with cross functional teams to pursue hardware and software design completion along with final contractual deliverables.

Travel, up to 20%, to participate in domestic business engagements.

Present program status to stakeholders at all levels both internal and external utilizing business and project management resources and procedures.

Qualifications You Must Have

Bachelor’s degree in a related field -- (Science, Technology, Engineering or Mathematics (STEM) degree preferred)

12 years, minimum, relevant experience in areas such as Program or Project Management, Cost Account Manager (CAM), Integrated Product Team Lead (IPTL), etc.

Experience managing and working within a project or development program to include hardware and software designs

Experience in proposal leadership and support efforts

Experience leading diverse cross functional teams

Experienced in program management techniques (full Profit & Loss responsibilities), working in a matrixed environment

Experience managing  Estimate at Completions (EACs) and reporting to Annual Operating Plans (AOPs) goals

Experience with Microsoft Office Suite resources

An active and transferable Secret level U.S. government issued security clearance is required prior to start date. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance

Qualifications We Prefer

Demonstrated performance in working and leading software development

Demonstrated record meeting deadlines with exceptional attention to detail and final implementation

Experience identifying and applying strategic program management processes

Experience in the design and integration testing of EO/IR products

Excellent business savvy to proactively identify and resolve problems quickly and efficiently, including cost/benefit analysis through processes

Experience reporting associated sales, risk and opportunity (SRO) against AOP targets

Exceptional strategic thinking, problem-solving, and program management skills

Excellent communication and interpersonal skills

Exceptional written and oral communication skills, can develop clear, concise and logically written business communications as well as deliver recommendations effectively to key stakeholders and demanding audiences

Excellent personal leadership, organizational, relationship-building and negotiation skills

High level of execution experience in a complex program environment

The salary range for this role is 147,000 USD - 295,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

Hired applicants may be eligible for annual short-term and/or long-term incentive compensation programs depending on the level of the position and whether or not it is covered by a collective-bargaining agreement. Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.
