*About the Executive Office for Administration and Finance* The Executive Office for Administration and Finance (A&F) executes fiscal and administrative policies to ensure the financial stability, efficiency, and effectiveness of state government. A&F develops, analyzes, and manages the Commonwealth’s financial planning and resource allocation activities. This is a fast-paced environment that can involve high-pressure situations. Successful candidates must be self-motivated, adaptable, and responsible team players. *Description* The Commonwealth’s Federal Funds and Infrastructure Office (FFIO) is charged with working across all secretariats to drive the administration’s competitive efforts around federal funding for key infrastructure, climate, and economic development projects. The Associate Director will support FFIO’s work by leading special analytical projects, coordinating with officials and staff at the federal, state, and local levels of government, and other assigned tasks. *_Duties and Responsibilities_* _Oversee Local Technical Assistance for Federal Funding Opportunities _ * Help to lead a collaborative process with state agencies, municipalities, and tribes (and FFIO team) to identify and refine a comprehensive list of priority infrastructure projects that could benefit from federal funding opportunities. * Manage FFIO’s partnership with external partners to help provide local technical assistance. In collaboration with the external partners, * Plan and lead FFIO’s regular engagement with existing technical assistance providers (state agencies, RPAs etc.) to communicate local technical assistance needs, share best practices, and facilitate coordination between providers into creating a “hub” of resources. * Work to design and help implement a technical assistance program alongside the external partner and actively contribute to the program's development, management, and evaluation to ensure high-quality and proactive support is provided to communities. * Work closely with the external partners to match identified priority projects with technical assistance providers. Address service gaps by providing direct assistance through the external partners or engaging external contractors to deliver specialized support tailored to the community's needs. * Coordinate and help lead FFIO’s engagement with the municipalities and tribes such as through the Massachusetts Federal Funds Partnership and devise other strategies for systematic and regular engagement with cities and towns. * Manage FFIO’s partnership with external partners to successfully conduct a municipal roadshow (“Roadshow”) - a series of community events across the state that will introduce the resources available to apply for and leverage federal funding opportunities. Coordinate FFIO’s input to the external partners in design of the Roadshow including developing objectives and agendas, helping identify the right target attendees to maximize impact while still allowing for productive conversation, advising on the most productive methods for engaging attendees and capturing their input, and helping to organize administrative details. _Analysis, Professional Writing, and Communications_ * Analyze key issues related to federal funding for infrastructure projects, including but not limited to the Bipartisan Infrastructure Law, Pub. L. 117-58 (November 15, 2021) (BIL, also known as the Infrastructure Investment and Jobs Act or “IIJA”), the CHIPS and Sciences Act, Pub. L. 117-167 (August 9, 2022) (CHIPS), and the Inflation Reduction Act, Pub. L. 117-169 (August 16, 2022) (IRA). * Collaborate with other members of FFIO to identify and develop strategies to compete and win federal funding. _Other Engagement_ * Coordinate with senior staff across all secretariats, the federal legislative delegation, local elected officials, and other key stakeholders to achieve FFIO’s objectives. *_Preferred Qualifications_* * Interest in public service as demonstrated through work, or volunteer activities. * Analytical skills and experience in research, including gathering, interpreting, and summarizing data. * Strong communication skills, including interpersonal communication skills. * Experience leading teams and working to organize team-driven results. * Demonstrated skill in organization and attention to detail. * Self-management and the ability to work independently. * Prior experience in government, business administration, business management, or public administration. * Diverse candidates are particularly encouraged to apply. * Experience with Microsoft Office Outlook. * Experience with Microsoft Office software such as MS Word, Excel, and PowerPoint, and Teams. * Experience with technical assistance at the local government level a plus. MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below. Substitutions: I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience. II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience. III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience. IV.
