Associate Director of Microbiology

Physician Affiliate Group of New York (PAGNY) is adding a Associate Director of Microbiology to the group at NYC Health + Hospitals/Kings County. The Hospital is part of NYC Health + Hospitals. Kings County Hospital operates a world-renowned Level 1 Trauma Center, one of only three in Brooklyn, which serves 2.6 million residents of Brooklyn and Staten Island. The hospital maintains a strong academic affiliation with SUNY Downstate Health Sciences University to maintain its high healthcare delivery standards.

Kings County is located in the East Flatbush/Prospect-Lefferts section of Brooklyn, close to the 2 and 5 subways. Our patients are diverse, with the majority being Afro-Caribbean. Most of our patients are native English speakers. Knowledge of French/Haitian Creole is helpful, but not required. 

 

Provides overall supervision, management, and directorship of the Microbiology Laboratory; ensures implementation and maintenance of compliance with the standards of the New York State Department of Health, College of American Pathologists. and other applicable regulatory agencies and accrediting organizations. Provides for the quality management system; ensures conformance to requirements described in the Quality Plan; develops quality system indicators that monitor Microbiology Laboratory operations and services provided; develops quality improvement initiatives and reviews quality assessment reports. Provides effective and efficient administrative direction of the Microbiology Laboratory, including budget planning and controls in conjunction with the individuals(s) responsible for financial management of the Microbiology  Laboratory. Manages facilities, staffing levels, equipment, and other resources critical to Microbiology Laboratory operations; oversees selection of laboratory equipment, staff. and supplies; provides support for all Microbiology Laboratory staff by providing them with the appropriate authority and resources to carry out their duties and by responding to their needs and concerns. Ensures sufficiently qualified personnel are employed with documented training and/or experience to supervise and perform the work of the Microbiology Laboratory; assures technical performance of the staff meets the objectives of the Quality Plan. Ensures that policies and procedures are established for assessing staff training and competence and, whenever necessary, for providing remedial training and education to improve skills; ensures staff competence is assessed regularly, and when indicated. Specifies in writing the responsibilities and duties of all Microbiology Laboratory personnel. Ensures that written laboratory policies and procedures covering the entire scope of operations and services provided by the Microbiology Laboratory are developed, approved , and implemented ; assures approved policies and procedures are available to all staff; reviews, revises, and approves policies and procedures regularly and as required. Defines, implements, and monitors standards of performance in quality control and quality assurance for the Microbiology Laboratory; assures written quality control procedures are sufficient for the extent of testing performed in the Microbiology Laboratory. Ensures the Microbiology Laboratory is enrolled in appropriate proficiency testing program(s) for all laboratory testing performed, including the New York State Department of Health's Proficiency Testing Program; assures adherence to the administrative and technical requirements of all proficiency testing programs in which the Microbiology Laboratory is enrolled. Monitors all work performed in the Microbiology Laboratory to ensure that medically reliable data are generated; correlates laboratory data with diagnoses and patient management; evaluates the quality and appropriateness of laboratory services rendered, within the context of the Quality Pion, regardless of where the testing is performed. Provides educational direction to the Microbiology Laboratory staff and to Clinical Pathology resident during their rotation through Microbiology Laboratory; provides for continuing education opportunities for all staff.  Provides timely consultation to physicians regarding ordering of appropriate tests performed in the Microbiology Laboratory and their clinical significance; ensures that reports of test results include pertinent information required for specific patient interpretation; provides assistance to physicians regarding ordering of other microbiology specialty tests. Promotes a safe laboratory environment for Microbiology Laboratory staff and public by enforcing compliance with all safety policies and procedures. Improves Microbiology Laboratory communications through exchanges with clinicians at Infection Control and Infectious Diseases meetings and conferences, through reporting of Microbiology audits to Hospital Administration, and through expansion of electronic reporting of communicable diseases, as required by external regulatory agencies. Follows new direction in clinical microbiology ; updates methodologies and procedures, when indicated to improve patient care; ensures that clinical tests outside the scope of the Microbiology Laboratory by virtue of training, education and expertise are not performed. Identifies appropriate reference laboratories for microbiology specialty tests; ensures that contracted reference laboratories provide services that meet requirements defined in the Quality Plan and that meet all applicable Federal, State and City standards . Manages the Bioterrorism Protocol for handling specimens and contacting local health authorities; provides leadership to the Microbiology Laboratory staff in any external or internal emergency/disaster  event. Maintains good communications with regulatory, administrative, and government officials, with all hospital services, and within all divisions of the Pathology Department; provides expertise and assistance to other laboratory sections in the Pathology Department. Addresses issues or situations that require immediate or additional attention and informs appropriate leadership of such situation. Demonstrates effective communication and conflict/complaint  resolution skills. Participates in internal/external quality assurance, performance improvement activities and programs, departmental and team/committee  meetings, and facility-wide training. Practices and enforces the elements of the National Patient Safety Goals, CAP Patient Safety Goals and HIPAA. Serves as a member of Hospital-wide Infection Control Committee.

Schedule: 

The Associate Director must spend sufficient time on site to provide oversight for their designated areas The Associate Director is a full time employee (7 hours per day 9:00 a.m. to 5:00 p.m./ 5 days per week).  The Associate Director is on-call for off hours, including weekends and holidays .
