May be responsible for managing client non-management adjustment initiatives. Key Roles and Responsibilities: May be responsible for managing staffing support functions to include testing administration, pre-employment activities and other general staffing administration duties. Evaluates the performance and career planning and development for the team. Influences decisions regarding the hiring, firing, disciplinary action, promotional activity, and pay decisions for subordinates. Handles complex clients and requests. Responsible for relations with outside employment agencies and recruiters. Oversees recruiters and employment representatives in staffing activities. Identifies and maintains contracts with recruiting sources. Manage manpower planning system and recommend guidance to management on union matters. Responsibilities include developing, implementing, and/or maintaining employment and other personnel programs. May search for and identify candidates for highly specialized and difficult-to-attract positions, usually requiring extensive travel. Seeks out sources of candidates including colleges, and job fairs. Recruits and selects additional and replacement staff for both exempt and nonexempt positions from both internal and external sources. Recruits applicants, screens resumes, and maintains application files of applicants. Manages internal job posting and transfer programs. Keeps informed on developments in related areas such as wages and salaries, employee benefits, and general personnel practices. Ensures that recruiting and hiring activities are in compliance with government regulations and organizational policies and procedures. Conducts employment advertising campaigns and programs. Supervises college recruiting, and career development programs. Conducts research and analyzes data on assigned projects including agency performance. May be responsible for overseeing non-management priority placement process. Responsible for Leadership and Succession Planning programs. Works with business units to identify appropriate positions, job rotations, and development. May support the staffing of Foreign Nationals. Education: Typically Bachelors of Arts degree or Bachelors of Science degree or equivalent combination of education and experience. Experience: Typically 5 - 8 years of experience in a related field.
