Associate Energy Project Manager - Expense
Job Description ***PLEASE NOTE THAT ONLY EMPLOYEES PERMANENT IN THE ASSOCIATE PROJECT MANAGER TITLE WILL BE CONSIDERED*** The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high-quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City. The Office of Energy and Resource Recovery Programs (Energy Office) is charged with plotting the course for DEP to meet its energy and carbon neutrality goals, as well as maximizing resource recovery. The Energy Office also provides energy and performance tracking, program assessment, scientific research, emergency planning and internal auditing services to DEP's operating bureaus. The Energy Office is seeking to hire an Associate Energy Project Manager. The selected candidate will manage expense-funded projects; perform scientific research and analysis; and provide technical assistance for planning, funding, and implementing projects within the agency. These projects represent critical initiatives to improve efficiency, effectiveness, coordination, and delivery of formalized efforts in support of the agency’s climate goals, including energy and carbon neutrality by 2050, zero waste to landfills by 2030, and various renewable energy, energy storage, and energy reliability targets. Responsibilities will include but are not limited to: 1. Ensure procurement and appropriate documentation of agency projects selected for funding through DCAS ExCEL program that provides expense funding for energy saving projects. 2. Provide project management assistance, including developing and maintaining project plans and other documents, managing and coordinating project elements, reviewing milestones, and ensuring efficient progress on implementation through consistent monitoring of progress of initiatives and commitments. 3. Identify potential projects and support applications to DCAS ExCEL program for funding. Candidate should be comfortable estimating savings from energy conservation measures such as lighting, motor or HVAC upgrades. 4. Provide analytical assistance, including quantitative and qualitative data analysis; data tool creation and maintenance; the technical research and evaluation of industry and internal best practices in energy, demand, performance, and greenhouse gas management; and the identification and assessment of operational improvement opportunities. 5. Assist senior staff in project management responsibilities, including adhering to internal and external timelines; ensuring the completion of high-quality deliverables; and managing budgets. 6. Participate in ad-hoc projects as needed. Qualifications One year of full-time satisfactory experience in supervising employees performing project management work, such as planning, administering, managing, coordinating, or expediting, on engineering and/or architectural and/or landscape architectural projects, or supervising a construction project with a value of $1,000,000 or more, and either: 1. A baccalaureate degree from an accredited college or university in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration, and one year of full-time satisfactory experience in project management work, such as planning, administering, managing, coordinating, or expediting, for engineering and/or architectural and/or landscape architectural projects; or 2. A four-year high school diploma or its educational equivalent and five years of experience as described in "1" above; or 3. A four-year high school diploma or its educational equivalent plus any combination of college or university education and/or experience described in "1" above to make up the equivalent of five years of education and experience. One year of experience credit will be given for: (a) each 30 semester credits of college or university education leading to a bachelor's degree from an accredited college or university in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration; (b) a Master’s degree from an accredited college or university in one of the disciplines described in "1" above; (c) a Juris Doctor degree, or (d) a valid New York State license as a Professional Engineer, Registered Architect or Registered Landscape Architect. Where experience which is primarily of a design nature is not acceptable towards meeting the qualification requirements. In addition to meeting the qualification requirements for Assignment Level I, candidates must have at least one additional year of experience as described in "1" above in a supervisory capacity or have served for at least one year as a project manager for a large and/or complex construction project. In addition to meeting the qualification requirements for Assignment Level I, candidates must have at least two additional years of experience as described in "1" above in a supervisory capacity or have served for at least two additional years as a project manager for a large and/or complex construction project.
