Duties Description The New York State Education Department’s (NYSED) Office of Education Policy is seeking candidates for an Associate in Education Improvement Services position in the Office of Innovation and School Reform (OISR). This Office is responsible for oversight in the implementation of New York State’s Receivership law and Commissioner’s Regulations and provides support to the NYSED State Monitor program.The Receivership law establishes intervention authority for districts and the Department to turn around Struggling Schools under Receivership. Additionally, the team provides direct supports to the districts with state-appointed academic and/or fiscal monitors. The OISR has designed a turnround framework and process that is facilitated through progress reporting and a series of on-site and virtual technical assistance and support performance management sessions to provide a comprehensive system of support by connecting schools and their districts with solutions drawn from research-based innovative practices and field-proven expertise. The NYSED State Monitor program, as prescribed by New York State Law, requires the appointment of monitors to oversee the implementation of fiscal and/or academic plans for specific school districts. The NYSED State Monitor Team serves as the central coordinating body for this program and provides technical assistance and support to both monitors and district leadership.The incumbent of this position will lead or co-lead on-site, school-based sessions and develop, conduct, support, and review programs to ensure all students have equitable access to high quality programs and services, with the focused goal of helping schools improve on educational outcomes and social emotional-based services and programs in diverse, equitable and inclusively safe environments. In addition, the incumbent will coordinate with members of the NYSED State Monitor Team to provide technical assistance and support to monitors and school district leaders. Duties of this position include, but are not limited to:• Serve as the primary or co-liaison to assigned school(s) and districts;• Review Receivership and low-performing schools’ quarterly or bi-annual reports, providing guidance, feedback, and support as applicable, to enhance the strategic planning process;• Act as the OISR lead in coordinating and conducting on-site visitations and virtual performance reviews;• Develop and write follow-up reports that target school-specific supports;• Provide ongoing technical assistance to school and district leadership and staff as well as arrange forums and other networking opportunities;• Participate in OISR, P-12, and other Department meetings, as needed and required; • Coordinate, develop and lead or co-lead presentations for webinars and on-site school- and district-based technical assistance and support and team development sessions;• Provide reflective feedback and guidance on school and district budgets and amendments; and• Complete special projects as assigned by the Assistant Commissioner or OISR Supervisor of Education Programs or proxy.
Minimum Qualifications MINIMUM QUALIFICATIONS: NY HELPS This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.NON-COMPETITIVE MINIMUM QUALIFICATIONS: To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:Master's degree AND either:1. Four years of professional experience in an education agency or organization working with elementary, middle or secondary schools in the provision of technical assistance or in the development or implementation of educational programs or educational grants; OR2. Possess a New York State permanent or professional certification in classroom teaching, administration and supervision, or school service AND four years of professional experience in a public school teaching common branch subjects in grades Pre-Kindergarten to 6 or teaching academic subjects (English, a language other than English, mathematics, science or social studies) in grades 7-12; OR four years of professional experience working with students in the areas of early childhood and parent education, guidance counseling, school social work, or attendance improvement/dropout prevention.PROMOTION: Current NYSED State employees must have one year of permanent service as an Assistant in Education Improvement Services. COMPETITIVE MINIMUM QUALIFICATIONS:Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Associate in Education Improvement Services.Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. Professional experience working with elementary, middle, or secondary schools as a budget analyst, assistant school business official, or other role that supports the fiscal operations of a school district; OR2. New York State permanent or professional certification in school business administration and professional experience providing technical assistance or development and implementation of educational programs.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a contingent permanent, competitive appointment or a contingent permanent non-competitive appointment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree will be required at the time of interview for all candidates. This position allows for the opportunity to telecommute up to 30% each bi-weekly pay period.
