Position highlights As an Associate Research Analyst, you will play a key role in shaping the future of reliable, secure, and resilient infrastructure. In this dynamic role, you will support the RSR unit while collaborating across teams within TRA to drive impactful research and policy development. Key responsibilities include: + Leading in-depth technical and policy research on critical topics such as electric grid infrastructure, broadband expansion, cybersecurity, vegetation management, distribution planning, and performance-based utility regulation. + Serving as a project manager for agency investigations, developing procedural schedules, and ensuring regulatory objectives are met with precision. + Evaluating and recommending innovative methods to enhance service delivery, aligning costs with performance-based rates. + Preparing expert analyses and reports to support formal hearings and policy discussions. + Designing and executing formal research projects, tackling complex regulatory and infrastructure challenges. + Synthesizing data into compelling narratives and statistical reports to inform decision-makers and stakeholders. The position will be hybrid with in-office attendance located at Ten Franklin Square, New Britain, CT, and are 40 hours per week, Monday - Friday, between the hours of 8:00 am to 5:00 pm. About us The PURA is statutorily-charged with ensuring that Connecticut's investor-owned utilities, including the state’s electric, natural gas, water, and telecommunications companies, provide safe, clean, reliable, and affordable utility service and infrastructure. PURA’s mission is essential to advancing the state’s energy, economic, and environmental goals and is critical to maintaining public health and safety as well as a robust economy. The RSR unit, a division of the Office of Technical and Regulatory Analysis , is responsible for the administration of programs and regulatory oversight of Connecticut’s efforts regarding emergency response and cybersecurity, reliability and vegetation management, and telecom services. In conjunction with the Clean and Affordable Energy (CAE) unit , the RSR team supports the state’s Equitable Modern Grid Initiative , in addition to having oversight of storm and related investigation, interconnection procedures, and physical security related to the state’s investor-owned utilities. MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE Seven (7) years of professional experience in research, data analysis or economics. MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE One (1) year of the General Experience must have been conducting research at the level of a Research Analyst. MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED + College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree. + A Master's degree in economics, statistics or a closely related field may be substituted for one (1) additional year of the General Experience.
