JOB POSTING Gender, Health Systems, and M&E Specialist Monitoring & Action for Gender and Equity Plus (MAGE+) Project JHSPH Department of International Health in collaboration with the Global Financing Facility at the World Bank The Monitoring & Action for Gender & Equity Plus (MAGE+) project is the continuation of the JHU's partnership with the World Bank's Global Financing Facility on Women, Children and Adolescents (GFF). It aims to strengthen the capacity and execution of gender- and equity-intentional monitoring and evaluation and data utilization in GFF partner countries in Africa and Asia for the improvement of reproductive, maternal, newborn, child, adolescent health, and nutrition (RMNCAHN) outcomes. The project has four specific objectives: + Enhance the GFF's strategy, systems, capacity, and results to advance measurement efforts on the link between RMNCAH-N outcomes, gender equality, and women's and girls' empowerment. + Develop GFF-supported country models and regional hubs for prioritizing and effectively measuring progress on gender intentional and transformative reforms. + Advance the measurement, evidence base, and results on improving adolescent girls' health, focusing on at scale investments in both services and the enabling environment for girls' agency. + Expand and innovate on the generation and use of data and evidence on gender intentional and transformative approaches for improving health systems and RMNACH-N outcomes. As a key feature of the project, a senior faculty member from JHU, Dr. Anju Malhotra, is embedded within the GFF secretariat to lead technical and strategic engagement on gender responsive M&E with the secretariat and country teams and serve as the bridge between the GFF and the JHU MAGE teams to maximize the collaborative potential of this partnership. With the project now completing its first three years as MAGE, and entering a second three year phase as MAGEPlus (MAGE+), the aim is to add a full time mid-level staff member to collaborate with Dr. Malhotra to provide 100% addition support in the engagement with the GFF while also leading key technical areas of work. Purpose and Scope of Role: The Gender, Health Systems, and M&E Specialist will be a key member of the MAGE+ team, serving as a partner to Dr. Malhotra, both in supporting the gender and equity monitoring work at the Global Financing Facility, and as an important intermediary for the GFF and JHU teams working on the MAGE+ project. They will be responsible for leading coordination of the country support effort especially in francophone countries (while not limited to that group of countries). Fluency in French is, therefore, required. They will also support GFF secretariat staff and World Bank countries on prioritizing and tracking progress on systems level gender reforms across four core MAGE specified priority pillars for GFF: quality of care, health financing, the health workforce, and data and information systems. In particular, the Gender, Health Systems and M&E Specialist will lead the development of the pillar on gender and the health workforce and serve as a collaborator with the World Bank Practice Area teams in Gender, Social Protection and Jobs, Education, and Governance. A background in economics and labor markets in addition to health is desired, and a background in quantitative data management and analytical skills is required. As an Associate Scientist, the Gender, Health Systems, and Measurement Specialist will have a non-tenure track faculty appointment in the Health Systems Program in the Department of International Health at the Bloomberg School of Public Health (JHSPH), and be part of the JHU payroll and human resource benefits, the faculty mentoring program of the Department of International Health, and have access to JHU library and information systems. The Associate Scientist will also be a member of the JHU MAGE+ Team and participate in MAGE project meetings within JHU and other project-related meetings as relevant and engage with the GFF and the World Bank on a regular basis, including on country missions. Specific duties & responsibilities: Duties and responsibilities include, but are not limited to, the following: 1. Lead the coordination and systemization of gender and M&E in the GFF secretariat's systems, frameworks, capacity building, partnerships, and data consolidation/use efforts. - Lead the development and delivery of audience and context specific gender and M&E guidance and capacity building activities for the GFF secretariat, WBG teams, and country partners. - Lead engagement with the GFF results team in integrating gender results in key GFF systems level initiatives, such as the revisions to the results framework, evolution of the Country Engagement Summary portal, and improvements in the data portal. - Support integration of gender equity data into the GFF data repository and into the GFF's routine data collection, measurement, analysis, and support models. - Serve as the point person in connecting the MAGE+ team with GFF secretariat needs and opportunities that JHU based members are best positioned to support. - Coordinate the MAGE+ team's collaboration with key GFF initiatives/partnerships such as FASTR or Countdown2030, as well as with World Bank teams such as the Gender Innovation Lab, the Gender Practice, the Governance team, or the Social Protection and Jobs team. 2. Lead the development of the MAGE+ workstream pillar on gender and the health workforce - Provide leadership in developing measurement frameworks for advancing gender equality in the health workforce, drawing from the gender and labor markets and the health systems frameworks. - Collaborate with gender and workforce experts at the World Bank, JHU, WHO, ILO and other key organizations to develop tools, action research, and indicators on advancing women's position, benefits, progress, and success in the health workforce in LMICs. - Identify and advance high quality data sources and analytical approaches for priorities to improve measurement on advancing gender equality in the health workforce. - Develop implementation research and meaningful analyses in partnership with one or more priority countries to maximize opportunities for policy action and resource allocation to close gender gaps in the health workforce. - Coordinate country specific MAGE+ support on gender responsive M&E integration and results, providing direct support to select francophone countries. o Regularly connect with GFF country focal points and liason officers to ascertain gender and M&E needs and opportunities, and serve as the first point of contact for needed support, especially in reviewing country project documents or other technical support efforts in development. o For select priority countries, develop and guide gender assessments, implementation research, or other country focused analytics, engaging GFF, WBG, and MAGE+ JHU colleagues and especially in-country counterparts, and undertaking country missions as necessary. o For select priority countries, perform analyses and support activities to identify data sources, improve gender data quality, develop tools, analyses, and visualizations for monitoring gender equity in-country, and engage in capacity building activities as appropriate. o Directly support 2-3 African francophone countries, working with the GFF, WBG, and local counterparts to advance gender integration, analytics, and results. - Undertake technical support and analyses on gender and M&E in collaboration with the MAGE+, GFF, World Bank, and Country-based experts. o Support gender-responsive assessments, research, and impact evaluations for health, financial inclusion, and well-being in MAGE target countries. o Develop gender and equity focused implementation research and impact evaluations in collaboration with GFF, WBG, country, and JHU team members. o Participate in gender and M&E technical support efforts to GFF countries through the Countdown2030 and FASTR partnerships. o Collaborate with MAGE and other JHU colleagues and GFF/WBG research teams to produce papers, reports, profiles, publications, and other outputs of value add to GFF/MAGE countries and as broader public goods. Required skills and qualifications - Must have an advanced degree (PH.D, DrPh) in global or public health, international development, economics, demography, statistics, data or social sciences or an MD in conjunction with social science training. Advanced training in gender is an asset. - At least 8 years of relevant work experience including on quantitative data and measurement. - Demonstrated analytical skills, including on data collection, quality review, analysis, and synthesis. Experience with HMIS systems in LMICS preferred. - Experience on gender and workforce issues highly desirable as is combination of training and/or work experience on health and economics. - Ability to bring coherence and synergy to disparate tasks and responsibilities for self and others, helping to shape deliverables strategically. - Ability to translate across academia and national/international organizations working with project design, implementation and measurement from a more practical and applied perspective. - Ability to synthesize and present complex information clearly--in writing, visually and orally. - Ability to manage across multiple teams and work in a quick turnaround, demanding environment. - Ability to work independently with an appetite for problem solving, increasing levels of responsibility, and accountability for timely response to internal and external requests. - Excellent communication and listening skills; ability to facilitate dialogue with various stakeholders. - Demonstrated ability to work collaboratively and respectfully within and across teams, languages, and cultures.
