Department Overview

The Energy Policy and Procurement (EPP) organization procures electricity, capacity, and ancillary services to serve the needs of bundled electric customers.  In addition, EPP procures natural gas, pipeline capacity, and storage capacity on behalf of residential and small commercial customers, and for both utility-owned and contracted third-party electric generation.  EPP is responsible for the front-office and back-office functions associated with power and gas procurement.  Front-office functions entail planning, contracting, trading, scheduling, and dispatching electricity and natural gas for PG&E’s customers.  Back-office functions entail administering procurement agreements and ensuring timely and accurate payments to the California Independent System Operator (CAISO) and third-party power and gas suppliers.  EPP also actively participates in regulatory and legislative proceedings that shape the design and implementation of state, regional, and federal energy regulation and policy.  In addition, EPP is responsible for long-term planning, risk management, and compliance functions related to PG&E’s energy portfolio.


Contract Management, Settlements and Reporting (CMSR) is a department within EPP responsible for the implementation, administration, and settlement of all electric and gas supply contracts with respect to the management of contract terms and conditions, contract generation construction monitoring and testing, resolution of billing disputes and discrepancies, counterparty and CAISO payments, and the monthly financial reporting of electric and gas settlement. 
 

 

Position Summary

The Associate Settlements Analyst will participate in four six-month assignments in CMSR, for a total program duration of 24 months. The rotations will be in each of the four major work streams that comprise CMSR, including: Energy Settlements (ES), Contract Management (CM), Settlement Information and Market Implementation (SIMI) and Energy Compliance and Risk (ECR). Each rotation will challenge the Analyst to develop an understanding of the subject matter and assume major areas of responsibility.

 

This position is hybrid, working from your remote office and work location Oakland, CA based on business needs.

 

PG&E is providing the hourly rate range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job. The actual hourly rate paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, and internal equity. Although we estimate the successful candidate hired into this role will be placed between the entry point and the middle of the range, the decision will be made on a case-by-case basis related to these factors. This job is also eligible to participate in PG&E’s discretionary incentive compensation programs.

 

The hourly rate for this position ranges from $32.69 to $49.03.

 

 

Job Responsibilities

 

Energy Settlements: 
•    Validate and process weekly CAISO invoices,
•    Assist to settle monthly electric power contracts,
•    Analyze settlement and market data to complete a variety of internal and external data requests,
•    Support the Expert Settlements Analyst with monthly financial reporting,
•    Participate in special projects as assigned, and
•    Provide timely oral and written communication on work status to Supervisor.

 

Contract Management:
•    Provide specialized service related to the Contract Management database, maintaining the integrity of data with database and reporting activities, and Documentum (electronic document storage system).
•    Monitor compliance with contract requirements, and report on contract information, development status, and performance to internal parties at PG&E, and regulatory agencies.
•    Provide input to and/or monitoring regulatory proceedings at the Federal Energy Regulatory Commission and the CPUC, as necessary.
•    Assist with the review and management of power contracts and related documents, identifying critical information or patterns.
•    Interact with and support clients, including personnel in other parts of PG&E who deal with power contracts, as well as contract counterparties,
•    Provide back-up support for other members of the Contract Management team, to ensure smooth operation of team.
•    Perform other duties that may be assigned from time to time.

 

System Information and Market Implementation:
•    Assist in meter data management and meter setup process for new/converted/retiring resources in the electric supply portfolio.
•    Assist in market initiatives to manage project(s) and system(s) implementation.
•    Support market monitoring and other strategic efforts, including: (1) extraction, collection and formatting of data to populate reports, files or databases, and (2) compilation of documents, charts, reports, presentations, and other materials as needed.
•    Support project team in driving consensus from stakeholders across functions. Support the development of comprehensive end-to-end project plans with input from IT Project Manager. Identify elements required for market simulation readiness, key risks and potential mitigation strategies, readiness criteria that support Go/No-Go, and implement sufficient check points and contingencies to put project plan back on track.
•    Support project team’s participation in stakeholder initiatives and foster good working relationships with external stakeholders to advocate implementation readiness, such as developing presentations, participating in stakeholder calls, and drafting comments for submission as necessary to drive consensus. Put tasks into actions in a self-directed manner, sometimes with limited information or data.

 

Energy Compliance and Risk:
•    Assist with identification and evaluation of regulatory compliance requirements and control impacting EPP’s energy procurement activities.
•    Support integration of compliance requirements and controls to associated risks, guidance documents, controls, testing, records, and compliance evidence.
•    Support risk and compliance data management in EPP’s centralized database, MetricStream.  Responsibilities may include partnering with Enterprise & Operational Risk Management and Compliance & Ethics to develop communications for EPP employees, such as change management and training activities.
 

 

Qualifications

Minimum:

High School or GED-General Educational Development-GED Diploma

 

Desired:

•    BA/BS in Business, Math, Finance, Economics, Accounting, Engineering, Computer Science, or related quantitative discipline.
