GENERAL PURPOSE:
Serves as administrative and business manager in planning, directing and coordinating all aspects of the Department of Microbiology & Immunology and Center for Vaccine Biology & Immunology. Acts as liaison and has extensive contact with University and Medical Center administration, project sponsors, participating centers and regulatory agencies. Serves as the chief financial officer (CFO) of the department managing operating expenses (including both intramural funds and extramural research awards) in excess of $18M annually. Responsible for overall department administration and related duties requiring experience with policies, procedures, and practices of the University. Responsible for all human resources for the department; supervises administrative staff.
**RESPONSIBILITIES:**
+ Responsible for all human resource related issues for the Department and Center. Advises faculty and staff on all aspects of human resource administration, including developing job descriptions, supervision, performance evaluation, compensation, disciplinary actions, lay-offs, terminations, benefits, etc. Hires, trains, supervises and evaluates administrative and program staff. Coordinates and oversees annual performance evaluations for departmental and center staff. Performs onboarding of new staff, and exit interviews/closeout for departing staff. Works closely with Department Chair on faculty recruitment, appointments, as well as reappointments and promotions for all faculty (primary and secondary appointees). Serves as payroll manager for the entire department. Acts as liaison with Human Resources, Benefits, Payroll, SMD Finance office and other key operational offices at UR and URMC.
+ Develop and monitor salary, operating, research program and capital budgets for Department as a whole, and for faculty programs. Plan multi-center, multi-department, and multi-investigator research program budgets, and work with faculty to regularly monitor operating and grant budgets. Plan and direct the administrative and programmatic support for research activities to effectively manage available resources (including, but not limited to, personnel, space, supplies, computers and equipment). Direct renovation projects for the Department, as needed. Approve capital purchases in conjunction with Department Chair. Serve as liaison to ORPA and ORACS on matters related to pre- and post-award grant and contractadministration.
+ Coordinates all components of the submission process for multi-center research programs and contracts, including subcontracts; this includes presentations, forecasting and the preparation of supplementary reports. Assists in applying for new, renewal or supplemental grants for funding and in preparing progress reports through ASSIST, Grants.gov, FastLane, and agency portals. Coordinates and submits all proposals into IORA for departmental and ORPA review. Prepares correspondence for program directors to submit to funding agencies (e.g., change in scope and effort memos, no-cost extensions, changes in Other Support, etc.). Supervises regulatory reporting and insures compliance with government regulations and funding requirements. Supervises and trains administrative staff in the preparation of proposals. Coordinates with ORPA and ORACS to ensure timely and accurate invoicing to sponsors.
+ In coordination with the accounting team, ensure fiscal control through the use of an encumbrance financial reporting system (UR-GEMS) and oversee all budgets for research and other scholarly activities. Develop, implement and manage best practices in fiscal/administrative procedures in the Department. Control expenditures and provide approval for the purchase of major equipment, services, space and, in certain instances, research materials. Ensures that there is monthly reporting to the department chair and principal investigators on the financial status of their research or scholarly activity.Initiateandparticipateinmeetings,conductorguidefeasibilitystudies,conferwithregulatoryagenciesand university administration. Conduct quarterly effort review meetings with each faculty member in accordance with University and NIH audit requirements. Reviews the following monthly reports, and works with accounting team to develop action plans as needed, including Out of Award Period grant spending, outstanding extramural invoices, subcontract burn rate and invoice status, delinquent closeouts.
+ In coordination with Department Chair, Academic Administrator, and Program Directors for PhD, IMV MS, MBI BS/MS, and BMB Undergraduate programs, ensures programs have full coverage for teaching responsibilities, coordinating Adjunct faculty appointments as necessary. Liaise with SMD GEPA, UGEPA, University Registrar and Bursar offices and advocate for MBI graduate and undergraduate programs to ensure resources are allocated appropriately. Oversee fiscal and programmatic management of two T32 training grants and one R25 training program, impacting up to 20 trainees annually. Average annual census for graduate programs is 65 trainees.
+ Represents the Principal Investigator or Program Director to internal departments and external organizations involved in the research and other interested parties. Acts as a resource in working with other departments of the University and Medical Center. Serves as a member of various support services committees.
+ Provides guidance and advice to the department chair and faculty on administrative and fiscal activities, especially in terms of strategic planning and problem resolution. Liaise with the Office of Advancement to increase engagement with alumni and potential donors.

**QUALIFICATIONS:**
+ Bachelor¿s Degree required.
+ Master¿s Degree preferred.
+ 7 years experience in clinical research and/or program management; or an equivalent combination of education and experience required.
+ 4-5 years of related experience in pre- and post-award grants management in an academic research setting preferred.
+ Excellent interpersonal, presentation, and communication skills, including written communication required.
+ Knowledge of University and NIH policies and procedures.
+ Requires practical (hands-on) knowledge and prior experience in managing the preparation, submission and post-award reporting and handling of federal research grants, particularly NIH grants required.
+ Knowledge of and experience with IORA (Integrated Online Research Administration) and ASSIST (NIH grants submission system) required.
+ Knowledge of Microsoft Office Suite, internet search techniques, and ability to learn new software quickly required.
+ Outstanding organizational skills and attention to detail required.
+ Ability to work well with others as part of a team as well as independently. Ability to set priorities for self and to manage a group of people with sometimes competing priorities. Ability to maintain confidentiality is essential required.
+ CLASP Certification required.

**Pay Range**
Pay Range: $86,482 - $129,723 Annually
_The referenced pay range represents the minimum and maximum compensation for this job. Individual annual salaries/hourly rates will be set within the job¿s compensation range, and will be determined by considering factors including, but not limited to, market data, education, experience, qualifications, expertise of the individual, and internal equity considerations._
