Individual annual salaries/hourly rates will be set within the job's compensation range, and will be determined by considering factors including, but not limited to, market data, education, experience, qualifications, expertise of the individual, and internal equity considerations._ **Responsibilities:** GENERAL PURPOSE: Responsible for the leadership, planning, and oversight of all aspects of the University’s central utility production systems, ensuring their efficient, reliable, and sustainable operation. This role encompasses both operations and maintenance of the central utility plants, including equipment, processes, and critical infrastructure assets. The Assistant Director collaborates with internal and external stakeholders to meet operational goals, optimize system performance, and ensure compliance with regulatory and safety standards. By fostering a culture of proactive asset management and operational excellence, this position supports the University's strategic objectives and sustainability initiatives. **ESSENTIONAL FUNCTIONS** **Supervision:** + Supervises a staff of exempt, nonexempt and union employees per University Policy & Procedure and recognized collective bargaining agreement + Responsible for timekeeping for direct reports through myURHR system. Ensures staff maintains compliance with the Fair Labor Standards Act (FLSA). + Monitors staff OT per annual budget. + Leads the development, integration, and execution of a comprehensive training program that ties to preventative maintenance program, operations, procedures, safety, and staff development. + Develops a strong collaborative-based environment. **Operations & Maintenance Management:** + Manages maintenance data, daily work assignments, and system compliance with department preventative maintenance programs & systems. + Continuously reviews and updates PM tasks so they are reflective of current equipment and practices. + Ensures boilers can reliably fire oil and gas as needed and safety systems are regularly tested. + Conducts regular thorough analysis of data to identify areas for improvement across the facility. + Deploys, manages, and improves predictive maintenance, including Thermography, Vibration, and Ultrasound technologies. + Provides engineering guidance to technicians as needed to ensure maintenance goals are aligned with site operation’s needs. **Technical/Project Management:** + Leads execution of plant capital & maintenance projects. + Completes comprehensive reviews of construction project drawings and specifications to ensure that documents meet University design standards. **Safety:** + Assure compliance with all environmental permit reporting. + Ensure safety procedures are regularly reviewed, updated, and effectively communicated to all staff to maintain compliance and mitigate risks. + Ensures all fire safety devices and systems are properly maintained and inspected. + Ensures all equipment and procedures relative to OSHA are maintained to standard and all necessary training is scheduled. + Works with the other managers and leads in performing job hazard analyses and lock out/tag out procedures. **Budgets:** + Assist with formulating and managing the strategic capital plan + Manages expenditures of all maintenance and repair items. + Looks for opportunities to reduce costs through different maintenance procedures **Other duties as assigned** **MINIMUM EDUCATION & EXPERIENCE** + Bachelor’s degree required + Master’s degree preferred + 5 years of relevant experience required + Or equivalent combination of education & experience preferred + Knowledge of operating procedures of steam, chilled water, electric and cogeneration plant preferred. + Knowledge of principles of electric power generation, plant construction, and equipment preferred. + Extensive knowledge of occupational hazards connected with steam plant operation preferred. + Ability to plan, layout, schedule, assign and inspect the work of energy plant personnel preferred + Working knowledge of medium voltage electric distribution systems, switchgear, and transformers preferred. + Technical certifications, including FE/PE, City of Rochester Boiler Operators license, US Coast Guard License, PMP, or Military Commission & Training as applicable. **EOE Minorities / Females / Protected Veterans / Disabled:** The University of Rochester is committed to fostering, cultivating, and preserving a culture of equity, diversity, and inclusion to advance the University’s mission to Learn, Discover, Heal, Create – and Make the World Ever Better.
