Pay Range
$231,660 - $293,760 Annually
This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting. Job DescriptionWe have an opening for an Assurance Manager. You will provide independent guidance and work with the Strategic Deterrence (SD) Program Assurance personnel to provide oversight of Environmental, Safety and Health (ES&H), to include Nuclear Safety, for all SD work. You will develop and implement plans and procedures to provide assurance that all activities are performed in compliance with SD and LLNL/LLNS policies, federal, state and local laws and regulations. You will serve as the primary point-of-contact for SD with DOE/NNSA, government agencies, and other external groups for ES&H matters. This position is in the Strategic Deterrence Directorate and reports to the SD Associate Deputy Director for Operations.
This position may offer a hybrid schedule, which includes the flexibility to work from home one or more days per week, after a probationary period. The specifics of the hybrid schedule, including the exact number of days required in the office and virtual work options may vary based on the needs of the team and the organization.
In this role, you will
Provide leadership, vision, and strategic guidance to SD Program Assurance Managers/Officers to assure compliance with all related standards and requirements.Manage the SD Operations Reviews Board.Provide independent oversight of SD organizations, operations, and facilities to assure implementation of the directorate ES&H requirementsDevelop and implement directorate assurance plans and procedures that are in compliance with all related guidelines for approval by the PAD based upon technical expertise and understanding, and in consultation with key SD stakeholders.Serve as the PD’s subject matter expert to managers and staff members regarding Integrated Safety Management (ISM), ISO, ES&H, regulatory interpretation and implementation, reportability of incidents/events, assessment processes, causal analyses, extent of condition reviews, effectiveness reviews, and assist assurance and line managers in preparation, filing, and updating DOE Occurrence and Noncompliance Reports.Serve as the SD POC and manager for the SD related issues reported to the LLNL Issues Tracking System (ITS), DOE Occurrence Reporting Processing System (ORPS), DOE Noncompliance Tracking System (NTS), LLNL Electronic Injury/Illness Case Analysis Report (eCAR), and the Occupational Accident/Injury/Illness Analysis Support Information System (OAASIS).Address and resolve institutional and cross-directorate policy issues through participation in the institutional Assurance Managers and ES&H Stakeholder Advisory Groups.Ensure that all requirements for deliverables in the LLNL Continuity of Operations (COOP) process are met in a timely manner. Initiate, plan and execute special projects to improve directorate Assurance functions.Plan, coordinate, and oversee the PAD’s facility and line management self-assessment program with safety and security support staff, facility staff, ES&H Team staff, and others as appropriate. Serve as the SD POC for all matters involving the LLNL institutional assessment process and planning.Assure that external directorate commitments for reporting, corrective actions, and requests for information are fulfilled in a timely manner.Ensure that all requirements for facilities and operations at Site 300 are met and maintain liaison with other responsible PDs to ensure work is accomplished according to LLNL requirements.Perform other duties as assigned. Qualifications Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.Bachelor’s degree in Science, Chemistry, Engineering or a related technical/science discipline, or the equivalent combination of education and previous relevant experience.Demonstrated understanding of basic scientific methods and approaches with an in-depth command in area of technical expertise.Extensive knowledge of DOE orders, OSHA standards and state and federal regulations pertaining to SD work.Extensive knowledge of ES&H, Nuclear Safety, quality, and security policies, procedures, regulations, and standards. Demonstrated decision-making and problem-solving skills necessary to independently advise, counsel, recommend and develop solutions on a wide variety of ES&H, ISM and QA issues.Extensive knowledge of nuclear and high explosives facilities and operations.Experience providing independent oversight of organizations, operations, and facilities and assuring ES&H, security and quality programs are implemented appropriately and in compliance.Expert communication, interpersonal, leadership, facilitation, and collaboration skills necessary to effectively present, explain, influence, and advise senior management and/or external sponsors with the ability to overcome setbacks and resolve conflict in a positive and constructive manner.Experience writing technical documents (plans, procedures, specifications, and reports) and developing/implementing Assurance plans and procedures.Experience reviewing conditions and events to determine DOE reportability and in preparing, filing, and updating DOE Occurrence and/or NTS reports.Thorough knowledge of and experience writing, interpreting and implementing DOE ISM policies, ES&H, and ISM policies, procedures and tools.Qualifications We Desire

This position requires a Department of Energy (DOE) Q-level clearance.
