Job Description:
- Oversees the management of the USDA Capacity Grants for UF/IFAS. This is a “cradle to grave” responsibility, which includes supervision of the creation of allocations (currently within Fund 223 in the KKIFAS ledger group and associated chartfields in workday), supports the budgeting process, responsible for payroll distributions, effort coordination, expenditure analysis and compliance reviews, creates and requests cash draws for the Automated Standard Application for Payments (ASAP) system, reconciles revenue and expenditures in the KKIFAS ledger group, completes the annual Federal Financial Reports (SF425s) in ezFedGrants, and manages financial reporting to the USDA and UF.
- Within the Federal Capacity Funds, responsible for post-award accounting, including expenditure review to ensure compliance with UF and USDA policies and regulations, monitors budget and financial activities such as negative balances, budget exceptions, processes budget transfers, helps resolve any accounting issues.
- Builds and manages a team of professionals responsible for capacity grant funding for IFAS. Will provide leadership to team including training, work assignments, and oversight of operations. Assists the Director with the monitoring of the annual UF/IFAS budget and review of the financial activity in the budget tool. The Assistant Director is also involved with the development of strategy, operations, implementation of financial administration within IFAS and ensures excellence in service delivery in business operations. The Assistant Director also provides hands-on assistance in responsibility areas as needed.
- Performs training and review functions for UF/IFAS units as needed. Make recommendations to the Associate Director on ways to improve IFAS wide training. Acts as backup for other personnel in the IFAS Financial Administration (IFA) Office. Manage the IFA communications, IFA website. Other duties as assigned.
Expected Salary:
Commensurate with education and experience.
Minimum Requirements:
Master’s degree in an appropriate area and two years of relevant experience; or a bachelor’s degree in an appropriate area and four years of relevant experience.
Preferred Qualifications:
Prefer knowledge of USDA policies and regulations regarding use of Research and Extension federal formula funds for faculty working on federal projects/ Capacity grants.
Knowledge of Uniform Guidance 2 CFR 200.
Knowledge of accepted accounting standards and principles.
Knowledge of PeopleSoft Grants module, myInvestiGator, UFIRST, Effort, and Enterprise Analytics.
Knowledge of methods of data collection.
Ability to communicate with and mediate between people of varying levels.
Ability to work independently and produce critical path results in different areas simultaneously according to appropriate priorities.
Ability to understand and apply applicable statutes, rules, regulations, policies and procedures.
Ability to plan, organize and coordinate work assignments.
Ability to use programs/software such as PeopleSoft, Word, Excel, etc.
