Summary THIS IS AN INDIANA NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION This position is part of the IN 181st Intelligence Wing, Indiana National Guard under Position Description Number D2665000. Responsibilities Acts as a legal adviser and attorney for the state/territory National Guard, responsible for the formulation of state/territory legal policy and its execution legal representation. Responsible to advise on the legal, factual, and other impacting aspects of drafting, interpretation and application of legislation, regulation, tasking orders, decision, opinions or other guiding. Serves as the state/territory National Guard litigation point of contact. Serves as an attorney or adviser providing acquisition and fiscal legal advice to the state/territory’s assigned United States Property and Fiscal Officer. Acts as the Adjutant General’s representative in third-party proceedings under Federal labor-management and equal employment opportunity statutes and regulatory provisions. Serves as the state/territory Ethics Adviser. Reviews sensitive financial disclosure statements for General Officers and other key personnel. Performs other duties as required. Requirements Conditions of Employment Qualifications GENERAL EXPERIENCE: Skilled in collecting and analyzing data effectively, efficiently, and accurately; Knowledgeable of military and civilian laws, directives, regulations, policies, and procedures; Ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective communications; Skilled interpersonal communications, empathy, and effective listening; Ability to write English in reports and presentation formats; Ability to communicate -orally and in writing- clearly and effectively; Ability to organize thoughts, research materials, and manage case projects; and Skilled in comprehending and interpreting directives and laws. All series personnel must be competent at the next higher level before being eligible for that level. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade. SPECIALIZED EXPERIENCE: Must have at least more than two years of professional legal experience that is equal to the duties and responsibilities of the position (responsibilities shown on the announcement). Has the knowledge, skills, and abilities to perform the following:The Joint Force Headquarters - State, Staff Judge Advocate General's office is the primary office of responsibility for legal and administrative concerns that arise from existing Federal and state/territory statute, regulatory guidance and prevailing precedent; policy and guidance development for new and emerging missions and programs lacking definitive programming or procedural guidance from Federal entities (Department of Defense, Department of Army, Department of Air Force, ARNG, ANG, etc.), state/territory or other controlling agencies, often requiring extensive research and understanding of legislative or executive branch intent to effectively act or advise upon. Frequently issues have conflicting intent, ambiguous or absent guidance between Federal and state/territory, state/territory and state/territory, state/territory and local, DoD Component (Departments of Army and Air Force, or ARNG and ANG), and other agencies (Department of Homeland Security, Environmental Protection Agency), and/or Federal or state/territory executive branch issuances, etc. The incumbent functions as an expert, advising and acting across the full spectrum law concerns, including the highly conflicted, sensitive and emotionally charged areas of sexual assault and harassment; domestic violence and abuse; equal opportunity and labor law provisions, processes and third party reviews, as well as personnel administrative actions. He/she is the state's and territory's SME in emerging, special victims' law to ensure compliance with all applicable laws and regulations and congressionally mandated protections. Special Legal Advisers are experts in domestic violence law, equal employment law, sexual assault, retaliation and reprisal and medical discharge processes to ensure that issues are addressed and resolved at the lowest levels. Education For National Guard JAG Corps/Attorney-Adviser, it is mandatory to have a Bachelor of Laws or Juris Doctor degree in law issued by an ABA-accredited law school; and, must be admitted to practice law in the highest court of any U.S. state, commonwealth, territory or the District of Columbia. To receive credit for Education, you must provide transcripts or documentation of proof that you meet the Education requirements for this position.
