Summary About the Position: This is a permanent position with the Headquarters, U.S. Army Corps of Engineers, Office of Chief Counsel, Real Estate. This is an excepted service position without time limitation. Responsibilities Applies knowledge of real estate, environmental, fiscal and administrative laws , regulations, and policies to provide legal advisory services on real estate matters to subordinate commands, as well as other Federal agencies. Reviews and analyzes legal instruments such as deeds, easements, leases, and filings initiate condemnation proceedings, to ensure compliance with applicable laws and regulations and overall legal sufficiency. Reviews and comments on regulation revisions, delegations of authority, and proposed legislation to assess its impacts on policies and programs. Maintains strong working relationships with other agencies and leadership on legal and operational issues related to real estate. Resolves complex or controversial real estate transactions, utilizing technical experts in areas like acquisition, appraisal, and management. Requirements Conditions of Employment Qualifications Who May Apply: US Citizens The minimum qualification requirements must be met before applicants are eligible for further consideration: Bar membership: Applicant must currently be a member in good standing of the bar of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico. Professional Legal Experience: Applicant must have three or more years of professional legal experience, acquired after being admitted to the bar, commensurate with the duties and responsibilities of the position. One year of the required professional legal experience is equivalent to the GS-13 under the General Schedule or other pay systems which includes interpreting and applying complex laws and policies to real estate transactions and providing expert legal advice related to real estate to subordinate commands; recommending and executing real estate transactions, managing delegated authority, and ensuring internal controls are followed will be essential for success; managing relationships with key stakeholders, including providing advice and counsel to high-level officials and engaging in interagency collaboration to implement real estate programs. Legal and Regulatory Expertise: Apply in-depth knowledge of real estate laws, court opinions, federal regulations, and Army-specific policies. Interpret complex directives and developing policies and procedures to guide subordinate commands and HQUSACE elements. Evaluate proposed legislation to assess its impact on policies, procedures, and programs. 2. Leadership and Decision-Making: Guide and coordinate complex real estate transactions and decisions. Provide clear direction to subordinate teams, ensure communication of real estate goals, and make decisions related to the delegation of authority and execution of real estate transactions. Resolve controversial or complicated real estate matters. 3. Legal Research and Analysis: Conduct thorough legal research, analyze legal documents (such as deeds, leases, and easements), and assess their compliance with laws and regulations. Provide expert legal advice, prepare legal briefs, and ensure that the organization's real estate actions are legally sound. 4. Interagency Coordination and Communication: Coordinate with various government agencies, such as the General Services Administration (GSA), Bureau of Land Management (BLM), and other federal and state agencies, as well as private entities. Advise key stakeholders, including senior leadership, and maintaining effective communication with multiple internal and external parties to ensure successful real estate program implementation. Education An applicant must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD).Only a degree from an accredited college or university recognized by the Department of Education acceptable to meet positive education requirements, or to substitute education for experience.
