Attorney-Advisor (General) (Senior Attorney)
Summary This position is located in the United States Department of the Treasury; Departmental Offices; Domestic Finance; Office of Financial Research; Office of the Chief Counsel. This is a remote position. The salary range listed depicts DC locality pay. Salary will be determined upon selection and dependent upon duty location, grade, step, and locality pay of selectee(s). Responsibilities As an Attorney-Advisor (General) (Senior Attorney), you will: Provide authoritative legal advice and support to the Chief Counsel. Research and analyze challenging or novel legal issues and questions, and provide legal advice to high-ranking officials with limited supervision. Assigned duties may cover a wide range of legal services, but it is anticipated that most duties will be in providing legal advice on rulemakings or their implementation. Provide a wide range of legal services including statutory interpretation; the authorities of the office; regulatory interpretation; administrative law questions; contractual, licensing, and intellectual property matters; employment and fiscal law questions; negotiating complex information or data sharing agreements; supporting the development of policies for the Office; and other matters related to the mission of the OFR. Review research publications, reports, public statements, policies, procedures, memoranda, and other Office documents for legal sufficiency. Requirements Conditions of Employment Key Requirements: Must be U.S. Citizen or U.S. National. A two-year probationary period may be required. Must successfully complete a background investigation. Public Trust - Background Investigation will be required. All new hires will be required to comply with federal ethics laws. A review of financial or other interests may be conducted to determine if they create any real or apparent conflict of interests with official Treasury duties. Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency. Qualifications You must meet the following requirements by the closing date of this announcement. Specialized experience for the OR-60 (GS-14): You must have two years of specialized experience at a level of difficulty and responsibility equivalent to the OR-53 (GS-13) grade level in the federal service. The expectation for selection for grade OR-60 (GS-14) will be at least the following: 24 months of pertinent legal experience at the OR-53 (GS-13) (or equivalent). For this position, specialized experience is described as experience at the next lower grade (or equivalent) in the following areas of responsibility: - Experience providing legal advice on rulemakings. Applicants must: (1) be a graduate of an accredited law school with a LL.B., J.D. or equivalent; (2) be an active member in good standing of the bar in a state or territory of the United States or the District of Columbia; (3) have at least two years of pertinent legal experience at the OR-53 (GS-13) grade level, which may include, for example, the private practice of law, practice in a government legal office, or a judicial clerkship. Education Education Requirements: Qualified applicants must be a graduate of an accredited law school with a LL.B., J.D. or equivalent The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. The Office of Financial Research (OFR or Office) is a newer organization established by the Dodd-Frank Wall Street Reform and Consumer Protection Act in the Treasury Department to provide data and analysis to the Financial Stability Oversight Council (the Council) and its member agencies, improve the quality and transparency of financial information, conduct and sponsor research related to financial stability, and promote best practices in risk management.
