Summary You will serve as an AUDIOVISUAL PRODUCTION SPECIALIST in the CENTER for NAVAL WARFARE STUDIES of the NAVAL WAR COLLEGE. Responsibilities You will provide professional, technical, and administrative support for the operation of NWC audiovisual and multimedia systems, assisting both military and civilian personnel. You will plan, direct, and provide media-services support for live presentations and high level (DV) special events. You will conduct preventive maintenance and troubleshoot video, audio, and multimedia equipment to ensure optimal performance of A/V systems and related technologies. You will set up, program, operate, and troubleshoot multimedia equipment such as cameras, projectors, switching systems, broadcast video, sound systems, audio, graphics, lighting, and computer-based systems, following the production plan. You will create contract specs for audiovisual equipment and services via competitive procurement channels, including preparing federal procurement documents for purchase, repair, design, installation, upgrades, supplies, and enhanced media services. You will assess the complexity and requirements for a given mission evolution, create and manage production plan, and determine the level of support necessary for a successful production. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Developing contract specifications for products or services to purchase or repair audiovisual and multimedia equipment; 2) Interpreting principles, practices, methods and techniques for communicating information through audiovisual means to develop a wide range of multimedia presentations and products for an academic or research institution; 3) Using computer software (Apple and Microsoft) to edit audio and video and manage production tasks for academic or research institution; and 4) Setting up, cleaning, testing, and troubleshooting multimedia equipment (like cameras, projectors, and video equipment) according to the production plan. Additional qualification information can be found from the following Office of Personnel Management website: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=List-by-Occupational-Series Audiovisual Production Series 1071 Education In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M., with major study in photography, radio or television production, motion picture production, or other fields related to the position. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school.
