Summary About the Position: This position is with the Headquarters, US Army Forces Command, Office of the Commander, Fort Liberty, North Carolina. This position has been approved for Permanent Change of Station (PCS) allowances, subject to the provisions of the Joint Travel Regulations and an agency determination that a PCS move is in the Government Interest. Responsibilities Perform quick response audits, consulting and advisory services, risk management, liaison with external audit organizations, audit compliance and follow-up. Determine the scope of the audit and develop audit plans and detailed fact finding techniques to ensure timely accomplishment of the assigned mission. Apply accounting and auditing theories, principles, practices, automated systems and related regulatory requirements to identify deficiencies involving non-compliance with Federal laws and regulations in accordance with Government Auditing Standards. Prepare working papers, audit programs, memorandums, and audit reports that are clear, concise, technically correct, and in accordance with Government Auditing Standards, Department of Defense (DoD), and Department of the Army (DA) Policies. Conduct auditor interviews and observations of management and staff for all audit engagements. Make oral presentations, including audit entrance and exit conference briefings and audit updates to management and staff. Determine the efficiency and effectiveness of resources, determine cost savings, and improvements to internal controls. Demonstrate thorough understanding of the theory, concepts, and techniques of conducting performance audit engagements in the Federal Government. Build collaborative relationships within the Internal Review audit team and with stakeholders to achieve plans, goals, and objectives. Demonstrate clear, concise, and organized oral and written communication skills, to include ability to successfully address complex questions and issues. Develop impactful findings and recommendations to address highly complex or sensitive audit objectives. Manage scope by anticipating contingencies, preparing strategies, addressing roadblocks and mitigating potential risk savings, and improvements to internal controls. Degree: Bachelor's degree (or higher degree) in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR B. Combination of Education and Experience: Must include at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:(1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR (2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR (3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; AND (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; AND (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
