Responsibilities The ideal candidate has demonstrated experience in the design and execution of independent assessments of an agency's internal controls over financial reporting; a well-developed foundation in the principles of federal accounting; is adept in the communication, remediation, and closure of identified deficiencies; a proven record of driving programmatic improvement, effective collaboration, and the development and maintenance of meaningful relationships within and across the agency/department. This Auditor position is located within the Internal Control & Audit Policy Branch, Financial Management Division (FMD), Chief Finance Office (CFO), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to: Serve as subject matter expert and team lead for Internal Control over Financial Reporting (ICOFR) assessments for related business processes, providing leadership for highly complex and challenging activities under minimal direction of a manager. Plan, lead, conduct, and coordinate assessments of assigned Transportation Security Administration (TSA) processes for compliance with Federal Internal Control principles including testing, documentation, reporting, and developing actionable corrective action recommendations, where appropriate, that may impact the structure, effectiveness, and efficiency of major programs. Ensures all assessments are completed in accordance with the Federal Managers' Financial Integrity Act (FMFIA), Federal Financial Management Improvement Act (FFMIA), OMB Circulars A-123 and A-127, Department of Homeland Security (DHS), TSA, and other governing standards. Monitors review schedules and deliverables for quality and timeliness. Monitor the development and execution of corrective actions plans to address identified deficiencies, where applicable, to ensure timely and effective remediation. Regularly report progress and significant actions to management, plan and execute independent testing to validate completion of corrective action plans. Resolve financial and operational problems or to enhance the accuracy, relevance, and timeliness of financial information. Plan, organizes, and/or direct team efforts to persuade management officials to accept and implement recommendations where the proposals involve substantial TSA resources or require extensive changes in procedures and methods. Presents findings, conclusions, and recommendations in a logical and effective manner, and prepares complex reports or presentations. Provides expert consultative advice, guidance, and instruction, both within TSA and as part of DHS or inter-agency task forces or groups, to address diverse, complex issues which often cross multiple projects/programs or functional areas. Analyzes major programs in response to management concerns regarding major deficiencies in mission accomplishment. Work typically is reviewed only at completion for success in achieving planned results. Has broad discretion to ensure the alignment of organizational goals and policies and the requirements of the projects and/or other work activities. These authorities are subject to change. Qualifications Basic Requirements for Financial Auditors and Attestation Auditors A. Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; or A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to the minimum qualifications, you must meet the following requirement(s) to be considered qualified for the position: To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I Pay Band or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position. Such specialized experience is defined as: Leading the planning, monitoring, and execution of OMB Circular No. A-123 reviews to evaluate the proper design and effectiveness of internal controls, reliability of financial reporting, and compliance with applicable laws and regulations. Applying a variety of audit techniques (e.g., interviews, manual and computer assisted analysis techniques, questionaries, policy reviews) in gathering, documenting, and summarizing data. Leading the analysis of business processes to identify key controls, identify and report on internal control findings, determine the cause and effect, and develop actionable recommendations for remediation, Experience with oral and written communication with a diverse audience; serve as a staff expert and advisor to senior management and program personnel on auditing and internal control concepts, techniques, and policies to address financial management, compliance, or remediation matters. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
