About the Position: Serves as an agent of the commander of assigned organization on accounting, financial, and managerial issues that require examination by a financial professional. Responsibilities Determines the scope of audits based upon a review of material received. Evaluates computer system logic and program guidelines in order to recommend automated accounting software processes to enhance the analysis of information for the unit and other resource managers. Evaluates the impact on current and future systems and makes recommendations to ensure the organization has the needed equipment/software to meet the needs of managers. Performs a variety of internal audit assignments that require ingenuity in applying conventional and advanced techniques in gathering and evaluating data. Performs survey work to identify potential operating problems. Reports to command on the status of corrective actions taken by functional activities. Additional information about transcripts is in this document. Basic Requirement for AUDITOR: A. Degree: Bachelor's degree (or higher degree) in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR B. Combination of Education and Experience: Must include at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: (1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR (2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR (3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; AND (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; AND (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: To qualify for the GS-0511-07 position you must meet the qualification requirements listed below: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job: Specialized Experience: One year of specialized experience which includes 1) performing routine or limited audits and internal examinations of accounting and 2) operational functions or assisting higher-graded auditors with full-scale, more complex audits. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05). To qualify for the GS-0511-09 position you must meet the qualification requirements listed below: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job: Specialized Experience: one year of specialized experience which includes1) interpreting regulations, guidelines, and/or standard operating procedures (SOPs) in order to implement requirements; 2) experience performing audit and/or inspections in order to propose corrective actions; 3) experience composing draft memorandums and other documents for management review and approval. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). To qualify for the GS-0511-11 position you must meet the qualification requirements listed below: Specialized Experience: One year of specialized experience 1) Performing audit assignments of medium complexity; 2) Performing survey work to identify potential operating problems; 3) Applying government auditing standards and a wide range of evaluation techniques in gathering, documenting, and summarizing data; 4) Independently completing audit reports. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting or Auditing. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
