Auditor (DA/QM/CAATS Technical Specialist)
Summary Reemployed annuitant: This vacancy does not meet the criteria for appointment of annuitants. Responsibilities Serves as a Regional technical specialist responsible of a specific area or combination of several areas in the RSA Division. Provides technical assistance in the application of electronic tools and techniques to perform Data Analysis and Reporting. Assists during the annual requirements planning process, or, as circumstances dictate, may receive additional high visibility or sensitive projects during the course of the year. Applies appropriate laws and regulations and develops specific and unique review plans to correspond to Agency operating programs and/or control systems. Serve as liaison between field and headquarters while collecting, evaluating, and elevating suggestions to headquarters regarding, VSAP, CaseWare, SharePoint and other Agency websites. Develops audit requirements for assigned critical audit area(s) consistent with Agency/Regional and FAO goals Requirements Conditions of Employment Qualifications You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement. You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions, http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp. Basic Requirements: Degree: accounting or a related field (such as business administration, finance, or public administration) that included or was supplemented by 24 semester hours (or 36 quarter hours) in accounting (may include up to 6 hours of business law). OR Combination of education and experience: 4 years of accounting experience or a combination of accounting experience, college-level education, and training that provided professional accounting knowledge AND 24 semester hours (or 36 quarter hours) in accounting/auditing courses or a certificate as Certified Public Accountant or a Certified Internal Auditor. Specialized Experience: In addition to meeting the basic requirements, you must have one year of specialized experience at the GS-12 or equivalent level. Specialized experience must be documented in your resume. Specialized experience is knowledge in the techniques and use of data analytics (DA)/ quantitative methods (QM)/ computer assisted audit techniques (CAATs); assist in identifying audit risks, analyzing databases, and reviewing contractors operating system controls; providing DA/QM/CAATs training and assistance to staff in the use of electronic audit tools; and serving as a liaison between agencies. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Defense Acquisition Workforce Improvement Act (DAWIA) Certification Program: As a condition of employment, the selectee must meet the requirements of the DAWIA Certification Program. The selectee must obtain the required certification within the specified grace period for their applicable certification level, except that designated Key Leadership Positions at the GS-14/15 levels require certification completion at the time of assignment. Education Substitution of Education for Specialized Experience: There is no substitution of education for experience at this grade level. Financial Management (FM) Certification Program: As a condition of employment, the selectee must meet the requirements of the DoD FM Certification Program. The FM Certification Program is a course-based program consisting of three certification levels. Level 2 certification must normally be completed within two years of the selectee's employment start date. Financial Disclosure: Completion of an Office of Government Ethics (OGE) confidential financial disclosure form 450 is required for this position. Selective Service: Males born after 12-31-59 must be registered or exempt from Selective Service (see www.sss.gov). Initial Probationary Period: You will be required to serve an initial probationary period of 1-year if one has not already been completed. Drug Testing: If you are given access to classified information, you will be subject to random drug testing. If you are selected for a special sensitive position, you will be placed in a drug testing designated position. You must pass a drug test before your assignment to such a position and you will be subject to random drug testing subsequent to your assignment. Background Investigation: All selectees will be subject to a personnel security investigation which must be favorably adjudicated for occupancy of a sensitive position and/or access to classified information. If you are selected for a critical/special sensitive position, you will be subject to a Single Scope Background Investigation (SSBI). For a critical sensitive position, you must be able to obtain and maintain security clearance eligibility at the Top Secret level. For a special sensitive position, you must be able to obtain and maintain security clearance eligibility at the Top Secret/Sensitive Compartmented Information (TS/SCI) level AND you will be subject to a random counterintelligence scope polygraph. Telework: Telework availability will be based upon the mission requirements and supervisory determination.
