Description of Job
Division of Gaming: Ensures that limited gaming is conducted honestly, fairly, and competitively, and is free from criminal and corrupt elements.
What we do:
Fulfill the declaration of the General Assembly of the State of Colorado, which states that the success of gaming is dependent upon public confidence and trust that limited gaming is conducted honestly and competitively, that the rights of creditors of licensees are protected and that gaming is free from criminal and corruptive elements, Section 44-30-102,C.R.S. This is achieved, in part, by ensuring that gaming taxes are properly reported and paid and that licensees comply with Gaming Rules, Regulations, and Internal Control Minimum Procedures.
A typical day of an Auditor I:
Provide audit assistance to the Lead Auditor and Audit Manager in completing revenue audits and conducting all aspects of compliance audits of licensees. Assignments are structured and performed with direction and assistance from others with the intent to train positions for a higher level in the class series. This position will also perform duties that may not be present within this PD, as assigned by the appointing authority or supervisor.
Primary Duties:
Revenue Audits and Compliance Reviews
+ Examine records and interview licensee staff to complete revenue audits and compliance reviews by completing the audit and review steps outlined in the audit and review programs.
+ Clarify objectives of the rules, regulations, and ICMP to licensees when conducting compliance reviews and audits in the field and responding to phone inquiries. This may include such items as explaining appropriate segregation of duties for a licensee’s particular operations and circumstances or explaining program-specific policies and processes by assisting Stakeholders in the interpretation of ICMPs.
+ Participate in evaluation of gaming technology to ensure compliance with the Internal Controls and proper calculation and reporting of Adjusted Gross Proceeds. Within the limits established by the Division’s Rules, Regulations, ICMP and Audit Section, evaluate source documents, records, financial information, and work with other members in the Audit Section to recommend any necessary revisions or updates to ICMP to support the compliance of gaming technology.
Audit and Compliance Findings and Recommendations
+ Based on the results of the audits and compliance reviews and the information obtained, develop findings and recommendations needed to bring licensees into compliance with ICMP or Gaming Regulations. Discuss recommendations with the Lead Auditor, Audit Manager or Chief Auditor. If recommendations are discussed with the Lead Auditor, the Lead Auditor will review the findings and recommendations with the Audit Manager or Chief Auditor.
+ Participate in report preparation and presentations.
+ Participate in evaluation of gaming technology to ensure compliance with the Internal Controls and proper calculation and reporting of Adjusted Gross Proceeds.
Stakeholder Interaction & Training
+ Answer technical inquiries of licensee’s and clarify, counsel, and advise on the Division’s interpretations of the rules, regulations, and ICMP to licensees. This may include such items as explaining appropriate segregation of duties for a licensee's particular operations and circumstances or explaining program-specific policies and processes by assisting Stakeholders in the interpretation of ICMPs.
+ Promote a positive image of the Division to others and strive for a good working relationship with other Division staff, licensees, CPA firms, attorneys, and other interested parties.
+ Auditor must be able to identify gaps in the knowledge of those being trained and participates in training others on the proper application of ICMPs and the completion of tax returns and other related documents.

MINIMUM QUALIFICATIONS:
Experience Only:
Five (5) years of relevant experience in Auditing.
OR
Education and Experience:
+ A combination of related education and/or relevant experience in Auditing equal to five (5) years
+ Current, valid licensure as a CPA from the Colorado Board of Accountancy or current, valid CIA certificate will substitute for five (5) years of the requirement.

Special Qualifications:
+ Must successfully pass a background investigation and a tax check prior to appointment to position in the Gaming Division.

The ideal candidate will possess the following skills:
+ Exceptional communication skills (verbal and written), analytical/problem solving skills, effective customer service.
+ State Auditing experience in a regulatory environment.
+ Proven ability to work independently and accept supervision.

+ Proven success organizing and tracking workload.
+ Experience with TeamMate audit management software.
+ Experience with Google Suite products (e.g., Gmail, Google Sheets, Google Slides,
Google Doc, etc.)
Conditions of Employment with the CDOR :
Employees are in a position of public trust in the performance of their job duties and must operate in a manner that maintains the highest standards of honesty, integrity, and public confidence.
As a condition of employment with the CDOR, all personnel must file all necessary Colorado Individual Income Tax (CIIT) returns and pay tax obligations, therefore all employees must undergo a pre-employment evaluation of their tax records/accounts to ensure compliance with this policy.
