Summary This is a National Guard Title 5 Excepted Service Position. This position is an Indefinite with Right to Convert GS-0511-11 AUDITOR (TITLE 5), Position Description Number T5147P01 and is part of the MO United States Property and Fiscal Office. This is a non-bargaining position. SEE NOTES UNDER CONDITIONS OF EMPLOYMENT. Responsibilities Provides recommendations in the solution of accounting and operational problems and implementation of new or changed regulations, procedures and analyses of automated systems. Performs complex professional accounting and review activities involving in the analysis of accounting records. Conducts in-depth research and analysis in the coordination and resolution of problems. Reviews automated accounting and financial systems and identifies the need for changes to enhance system capability to track and report financial reports and operational data used by local management. Evaluates computer system logic and program guidelines in order to recommend automated accounting software processes to enhance the analysis of information for the unit and other resource managers. Evaluates the impact on current and future systems and makes recommendations to ensure the organization has the needed equipment/software to meet the needs of managers. Performs a variety of internal review assignments of medium complexity that require ingenuity in applying conventional and advanced techniques in gathering and evaluating pertinent data. Studies a variety of background material to gain program information and discover leads. Conducts in-briefs with management officials. Explains the purpose and procedures for the review and answers questions. Performs survey work to identify potential operating problems. Prepares lead sheets to identify any potential weaknesses in internal controls that need further study. Drafts reports, which present findings, identifies causative situations and recommends corrective action. Provides unprogrammed, quick reaction troubleshooting capabilities wherein the objective is to prevent serious problems from developing. Performs other duties as assigned. Requirements Conditions of Employment Qualifications GENERAL EXPERIENCE: Must possess skill in collecting and analyzing data effectively, efficiently, and accurately; ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective communication; ability to write English in reports and presentation formats; ability to comprehend and/or apply problem-solving and negotiating techniques; skill in working with multiple software computer programs; skill in presenting formal training presentations and briefings; and, apply procedures and directives by reading and interpreting program material. GS-11 SPECIALIZED EXPERIENCE: Must possess one year of specialized accounting or auditing experience equivalent to at least the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector that demonstrates your ability to performing complex professional accounting and audit activities involving in the analysis of accounting records; audit automated accounting and financial systems to identify the need for system enhancement; apply established standards and auditing techniques in gathering, documenting, and summarizing data; convince activity level officials of the value of recommendations made with their implementation being the ultimate outcome; and draft reports which present audit findings, identify causative situations, and recommend corrective action. Experience using the Comptroller General's Auditing Standards, Generally Accepted Government Auditing Standards (GAGAS) is desired. Accounting Degree; or a degree in a related field such as business administration, finance, or public administration that included - or - was supplemented by 24 semester hours in accounting. The 24 hours may include up to six hours of credit in business law. OR 2. Combination of Education and Experience: At least four years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include ONE of the following: 1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to six hours of business law; 2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; 3. Completion of the requirements for a degree that included substantial course work in accounting or auditing. For example, completed 15 semester hours however, the school course work does not fully satisfy the 24-semester-hour degree requirement as defined above in paragraph one (subject: Degree), provided that: (a) The applicant successfully worked at the full-performance level in accounting, auditing, or a related field for example, valuation engineering or financial institution examining; (b) A panel of at least two higher level professional accountants or auditors determined that the applicant demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and advancement levels that are normally associated with successful completion of the four-year course of study degree, as described above in Paragraph One; and, (c) Except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. You must provide transcripts or other documentation to support your Educational claims. The certification should also include when your terminal leave will begin, your rank and dates of active-duty service.
