The successful candidate will have a deep understanding of NERC Standards and ERCOT Protocols. This position is responsible for oversight and management of Austin Energy’s Reliability Compliance & Records Management Programs to promote internal compliance and commitment to the electric industry reliability standards, rules, and records/information management/public information request requirements.

Director develops, maintains and audits utility compliance with reliability and records requirements.

Director oversees the development, review and approval of policies and procedures as they relate to the electric utility and department of the City of Austin.

Director establishes processes and programs to monitor reliability and records requirements development and inform appropriate staff of changes or additions. Assembles and submits comments to the Federal Energy Regulatory Commission (FERC) mandated Electric Reliability Organization and regional reliability council standards and initiatives.

Director acts as liaison between Austin Energy and the Federal Energy Regulatory Commission, North American Electric Reliability Corporation (NERC), Texas Reliability Entity (Texas RE), and Public Utility Commission of Texas (PUCT) and other regulatory bodies for all reliability and records compliance issues, reporting and audit requirements, regional certification and registration, and any applicable information requests.

Director informs and advises executive management as needed on the state of Austin Energy’s compliance with regards to reliability and records
requirements.

Critical: This position has been designated as a Critical Employee position. Critical Employees are considered necessary and vital and supports activities that impact City or department operations. This work can be done while at a designated work site or while working at an alternate work location. Critical employees who are able to work at an alternative work location are required to do so. ERCOT
This position requires the use of an ERCOT Digital Certificate (EDC) and therefore will require a Security Review to determine if the candidate meets all the requirements for issuance of the EDC.
NERC
This position will require yearly NERC continuing education credits after NERC Operators Certification is obtained. Pay Range Commensurate Hours Monday through Friday
8:00 a.m. to 5:00 p.m.

Oversees the establishment of procedures and monitors AE’s compliance and processes in responding to Public Information Requests (PIRs). Establishes processes and programs to monitor reliability and records requirements development and inform appropriate staff of changes or additions. Assembles and submits comments to Federal Energy Regulatory Commission (FERC) mandated Electric Reliability Organization standards and initiatives. Acts as liaison between Austin Energy and the Federal Energy Regulatory Commission (FERC), North American Electric Reliability Corporation (NERC), Texas Reliability Entity (TRE), and Public Utility Commission of Texas (PUCT) and other regulatory bodies for all reliability and records compliance issues, reporting and audit requirements, and any applicable information requests. Submits all documents and data to regulatory bodies associated with reliability and records requirements. Manages regional certification and registration process as it relates to NERC/TRE. Monitors and reports on compliance with reliability and records. Informs and advises executive management as needed on the state of Austin Energy’s compliance with regards to reliability and records requirements. Represents Austin Energy’s interests at relevant regulatory entities and industry organizations such as the American Public Power Association and Large Public Power Council. Leads Austin Energy’s response (including mitigation plans or Corrective Action Plans) to any external spot checks, audits, Requests for Information (RFIs) or other compliance monitoring/enforcement activities associated with reliability and records requirements. Communicates with staff to provide education regarding reliability and records requirements by conducting meetings with subject matter experts explaining reliability and records requirements and audit expectations. Manages annual Operation & Maintenance (O&M) and Capital Improvement Projects budgets, prepares short and long-term spending plans.
